Kentucky Awards First 26 Medical Cannabis Licenses in Groundbreaking Lottery
Kentucky is making strides in medical cannabis access by issuing its first 26 licenses for cultivators and processors. The Office of Medical Cannabis, in collaboration with the Kentucky Lottery Corporation, organized a lottery draw to determine which businesses would secure these inaugural licenses. With Kentucky’s medical marijuana program set to go live on January 1, 2025, this lottery marks a key milestone, bringing Kentucky closer to accessible, safe medical cannabis for patients.
Key Steps Forward
This program, signed into law in March 2023, promises to enhance the lives of Kentuckians suffering from conditions like PTSD and cancer. In his statement, Governor Andy Beshear emphasized the importance of the program’s local benefits: “People will be buying product that is grown here, that is processed here, that is tested here.” This focus on Kentucky-based production ensures that the industry’s economic impact stays within the state, offering patients peace of mind about the origin of their medicine.
The lottery approach, hosted by the Kentucky Lottery Corporation, was necessitated by high demand, with nearly 5,000 applications received by the state. Due to this overwhelming response, Kentucky is restricting initial cultivator licenses to Tiers I-III, with further expansion expected as the program matures.
Equity and Safety at the Forefront
Sam Flynn, executive director of the Office of Medical Cannabis, stressed the program's focus on equitable access and patient safety. Kentucky plans to open 48 dispensaries throughout the state, ensuring that patients in both urban and rural areas have access to high-quality medical cannabis. Jefferson and Fayette counties, Kentucky's two largest, will each have two dispensaries, while other counties will receive one each.
In addition to cultivator and processor licenses, Kentucky has awarded three compliance licenses to KCA Laboratories, guaranteeing rigorous safety standards. With clear regulatory guidelines in place, Kentucky aims to build a safe and accessible market for medical cannabis products.
The Road Ahead
Kentuckians who qualify for medical cannabis will be able to apply for patient cards starting January 1, 2025. Licensed providers will prescribe cannabis products based on the unique needs of each patient, similar to other medical prescriptions. This healthcare-driven approach underscores the state’s commitment to safety and patient well-being.
A lottery date for dispensary licenses will be announced soon, keeping pace with Kentucky’s goal of creating a robust, accessible medical marijuana industry.

A Promising Future for Kentucky's Cannabis Patients
The path to legal medical cannabis in Kentucky has been long and challenging, but with the support of bipartisan efforts, the state is now positioned to improve healthcare options for residents with qualifying conditions. Gov. Beshear summed up the sentiment best: “There is a new day coming in Kentucky…where you’re going to be able to get safe medical cannabis to help you with your conditions.”
As the industry matures, Kentucky is set to become a model for other states, demonstrating how to prioritize public health, equity, and economic growth in the medical cannabis sector.
