'E-Asti', a comprehensive digital initiative aimed at consolidating property records, has been seamlessly integrated with 'Kaveri-2', which manages land records. This collaboration enhances property registration processes under urban local bodies. Initially tested in the districts of Chamarajanagar, Bagalkote, Chitradurga, and Raichur, the initiative has shown promising results and is now set for a statewide rollout by the end of this month.

Advantages of This Integration:

  1. The integration ensures that properties can only be registered with proper, verified documents, which significantly reduces the potential for fraudulent transactions.
  2. By assigning unique Property Identification Numbers (PID), the system maintains a precise and reliable record of transactions, minimizing errors.
  3. The streamlined process simplifies property registration, making it more efficient and accessible to the public.

Challenges to Address:

Despite the clear benefits, the transition to a fully integrated system presents several challenges:

  1. Integration has occasionally resulted in incorrect data entries, which necessitates ongoing vigilance and corrections.
  2. The automation of the system has not entirely eliminated manual processes, such as Khata transfers, indicating areas that still require refinement.
  3. There is a critical need for extensive training and education for both the public and officials on navigating the new system to ensure its smooth implementation.

Current Status and Future Outlook

Since January 2020, 'Kaveri-2' and 'E-Asti' have been operational in select local bodies including 42 wards of Bangalore's BBMP and in Ramanagara and Kanakapura, showing promising results. The complete rollout across the pilot districts begins on September 9. The aim is to establish a disciplined, streamlined process across the state soon.

Thank you for this Prashanth Mirle. People underplay the role that the first version Kaveri had in instilling public confidence in land as an investment in Karnataka. The simple access to an EC or copy of registered document (even if capped at 10 searches) was monumental jump for previous status quo. The introduction of payment of stamp duty and registration payments online further changed the dynamics of relationship between the citizen and officials at Sub-Registrar offices. One issue in this area of intersection of technology and land management are difficulties in the reliability of site mapping. So many land parcels in Karnataka and India at large are highly irregular in shape. Worse still, so many of these land borders are under dispute. Satellite mapping and property identification numbers and boundaries remain weak to prospective litigation.
