Procurement Update: How Much Progress Has Been Made Towards Meeting SB-100’s Goals?

Throughout 2022 and 2023 California passed legislation aimed at fast-tracking electric infrastructure projects, strengthening the strategic reliability reserve, and most importantly, procuring more clean electricity and modernizing the state’s primary clean energy planning and aligning procurement programs – Renewables Portfolio Standard, Resource Adequacy, and Integrated Resource Planning – with the 100% clean electricity by 2045 goal.

In February, CPUC decided to adopt a portfolio that would add 19 GW of solar, 15.7 GW of four-hour lithium-ion batteries, 2.8 GW of eight-hour lithium-ion batteries and 0.5 GW of long-duration storage along with the 4.5 GW of offshore wind, by 2035, further adding to the push to meet goals set by SB100. This dynamic discussion will examine the most recent legislation, orders, and initiatives and analyze the progress to achieve the unprecedented amount of new build required to meet SB 100 targets (~7,000+ MW per year) nearly five years in.

Direct Pay & Transferability in California: How CA's Tax-Exempt Entities Can Leverage the Opportunities to Obtain the Clean Energy They Are Seeking

Before the passage of the IRA, monetizing federal tax credits generated by renewable projects outside of tax equity financing structures wasn’t a possibility. Direct pay enables CCAs, co-ops, tribes, state & local governments, and other tax-exempt entities to decarbonize directly, but how many are taking advantage of the opportunities, what are the requirements and diligence efforts needed, and at what cost? This session will examine those questions as well as:

? Who is venturing to make deals, and what do those look like? Will direct pay eligible entities need help with costs between project completion and receiving funds? What is required for the Low-Income Communities Bonus Credit Application?

? Build RE project vs PPA: How are eligible entities weighing their options, what is the learning curve, and will many fall back on the PPA as a known quantity rather than risk building? Is Direct Pay’s non-transferability going to hamper those who are unsure of taking on the risk?

? How is the IRS’s temporary (mandatory) pre-filing registration for nonprofits seeking direct pay working? How temporary is temporary? Is more guidance on Direct Pay necessary?

? Will direct pay mean fewer PPAs for CCAs, Munis, co-ops, and other eligible entities? What will thisdo to PPA prices for corporates and others?
