The recently posted "Sole Source Determination / Job Order Contract Consulting & Software - UIC #643JMG" clarifies once again that a public sector procurement professionals have a responsibility to conduct fair and reasonable market research.

The University of Illinois, in this case, did not conduct adequate market research ("UIC's market research for this proposal was not thorough.") and the determination clearly noted that it is time for a competitive procurement.
