Description

  • Drive, facilitate and provide consultation on the overall divisional Organizational Design &Development (ODD) process by analyzing and identifying the needs for changes / triggering points for the organization change, developing ODD Work Schedule/Action Plan, recommending benchmarking and preferred organization structure to determine the design of Organizational Structure towards achieving business result to address business change and growth.
  • Partnering with senior management to design, develop and implement an organizational development strategy and structure that ensures organizational efficiency and effectiveness, promotes employee engagement, and builds a strong organisation culture.
  • Develops and implements sustainable business strategies, thinks long-term and externally to positively shape the organization.
  • Anticipates and perceives the impact and implications of future decisions and activities on other parts of the organization.
  • Conduct internal and external research utilizing databases, benchmarking, market surveys, and interviews to build case study and conduct business analyses prior designing the “best-fit” organization structure.
  • Perform rigorous analysis of business functions, processes, organization structures, key capabilities, and governance requirements, besides apply critical thinking to a wide variety of situations, comprehend and analyse complex problems, and use well-developed arguments, persuasion, and creativity to recommend “best-fit” and optimum design solutions.
  • Drive and lead full job management implementation within COMPANY including both refinery and petrochemical plants by facilitating line department and support for the establishment of position descriptions, validating roles, accountabilities, tasks and expected deliverables against business requirements.
  • Lead team in full job assessment for all COMPANY positions by evaluating the value of jobs/positions to maintain the consistency, integrity, equity, and competitiveness for all positions and to support smooth implementation of other key HR processes such as HR plan and budget, mobility, progression and recruitment. Responsible to state facts besides influence and persuade both COMPANY top management and senior management on the proposal.
  • Designs and maintains the methodology for the job creation and the job evaluation
  • Drive and integrate the formulation of manning supply/demand plan and strategy by translating business requirements into medium- and long-term people strategy and make recommendation on manpower readiness strategies and plans, in line with managements and JVs’ expectations – for both LTMP and SMTP.
  • Lead and drive continuous organization and job alignment by building the right organizational capabilities and structure in optimizing productivity and organization readiness to ensure successful and functional succession planning.
  • Design and develop headcount model for critical position or critical functional area in various operation portfolio as the basis for solutions to several important operational and strategic considerations for headcount demand and supply forecasting in meeting both long-term and short-term corporate objectives or agenda.
  • Conduct manning analysis (via headcount model tool) and establish business case of headcount forecasts/projection for recruitment demand and supply strategies besides manpower budget. This role responsible to forecast future headcount optimisation by identifying and prioritising areas for headcount optimisation through job enrichment andi ncreased productivity. Influence, persuade and recommend additional position/job or any potential headcount optimization to COMPANY LOA based on headcount analysis result.
  • Drive and continuously undertake the analysis of positions to be graded against those graded to ascertain effective spread of job grades within the organization with the objective of an equitable and sustainable organization in line with business and long-term manpower goals.
  • Facilitate and conduct regular interface with line departments to deliberate and resolve issues relating to the implementation of organization design and job management policies, procedures, programs and initiatives through stakeholder analysis and meetings in order to provide consistency in practice, cost effective resolution of issues and best practices for capability enhancement. Builds and maintains strong external relationships and is a competent partner for others (if relevant to the role). Interact with and influence senior leaders in the Company to support the execution of various special projects; develop relevant content to be included in executive level presentations and reports.
  • Analyze and translate workforce data into talent insights to aid in data-driven decision making and assist management to make impactful HR recommendations related to recruitment, succession planning, retention, and legal compliance. Drive team in data evaluation and data synthesis process to reach logical, pragmatic decisions. Takes an unbiased, rational approach with calculated risks. Steer team to continuously apply innovation and creativity to problem-solving
  • Lead and drive team in ensuring all data entry into COMPANY HR system is complete, up-to-date and adhere to COMPANY established policies & guideline. Lead, steer, and drive team in position updates – new creation, amendment, deletion during restructuring. Facilitates the syndication and discussion with both management and line. Lead and drive situation a assessment across COMPANY functional areas on organization and position related data and identify potential changes of job descriptions.

Requirement

  • Minimum with Bachelor’s Degree in any discipline.
  • The position requires a seasoned professional with minimum of 12-15 years of experience in organizational design, strategy development, or other management consulting disciplines
  • In-depth knowledge of planning and managing complex organizational transformation projects, ideally within the oil and gas industry.
  • Knowledge of consulting methodologies, approaches, or tools utilized for organizational design, strategy development, and/or general management consulting.
