Japan: Foods with Function Claims must comply with new rules from September 1st

4 new requirements have been made mandatory for Foods with Function Claims (FFC) since September 1st, in Japan.

These are:

  1. Manufacturers must inform Japan’s Consumer Affairs Agency (CAA) of any new scientific findings related to the safety or effectiveness of FFC products. This will impact functional claims listed on labels or marketing materials.
  2. Required to report cases of health events to CAA.
  3. FFC products must be manufactured according to Good Manufacturing Practices (GMP) to ensure safe and high-quality standards. However, there is a two-year transition period, and GMP's requirements will be enforced from September 1st, 2026.
  4. Manufacturers of FFC must conduct self-inspections to ensure compliance with CAA’s measures. An annual report on this must be available.

As a 5th requirement to be enforced, starting from April 1st, 2025, FFC manufacturers will be required to notify CCA 120 days in advance of the selling date of products containing novel ingredients.
