The economy growing, Ukraine remains a rising tech star—globally, that is—with the Association as well as our companies individually having a palpable influence on that. IT Industry Navigators Presented at the ITU GM 2024

Last year, we launched four industry committees#ITUAgriTech, #ITUCyberTech, #ITUEdTech and #ITUFinTech — with a focus on one IT vertical each that fosters close collaboration among businesses, governments and international partners. We covered each committee’s Strategic Sessions earlier in this newsletter, but now we come bearing… PDFs! That’s right, in December we presented each vertical’s guides for the whole ecosystem. Launched back in 2016, the state-owned online trading system Prozorro had a record 2024 with more than 24,000 successful auctions: ?19.7b earned, 1.5x increase in public asset value. Also, yes, 5G is finally coming, with a city-wide pilot expected this summer. Moreover, Ukraine is 3rd in Europe in the Open Data Maturity index, 5th in the eGovernment Development Index, 6th per Chainanalysis and 1st in SME Policy Index Eastern Partner Countries 2024 by OECP — find these achievements and much more in our editions throughout last year and follow for more!

Meanwhile, the public services 21-million-citizen-strong superapp Diia is now supported by over 20,000 institutions that accept the documents and/or data from it with 5,000 added just last year. During the 5-year operation of Diia.Osvita—an educational branch of the governmental service-and-information portal—2.4m Ukrainians have registered for 80+ specialised courses with 3.6m certificates issued, 50% of ‘graduates’ utilise acquired digital skills in their jobs, over 15% have linked their income increase and 10% their stable employment to passing the courses.

ITU welcomes the adoption of the Ukrainian Global Innovation Strategy that envisages the continuation of comprehensive digitisation, the launch of a network of R&D centers, social and political changes to the requirements of the modern world, as well as the restoration of ecology and the strengthening of the economy. DefenceTech and Secure CyberSpace, EdTech and XR, MedTech and BioTech, AgriTech, GreenTech and AUVs, Semiconductors and AI, SpaceTech, GovTech and Fluid Economy are the priority innovation areas.

Ukraine Cybersecurity Market Overview Presented

Current cybersec market evaluation crossed $138 million in 2024, having quadrupled with another 50% increase projected over the next five years. The fastest-growing areas are cloud security, data protection and endpoint security. The full-scale war has caused a surge in cyberattacks in Ukraine—placing it alongside the USA, South Korea and China—that increased demand for automated solutions. Whilst Ukraine’s share of the global cybersecurity market is less than 1%, we are deemed trendsetters, outperforming other countries in cyber expertise due to the proactive R&D segment, particularly in developing innovative solutions. The study was conducted by DataDriven Research & Consulting, initiated by the EBA Cybersecurity Subcommittee and the CyberTech Committee of the IT Ukraine Association. The study was carried out with the support of the Aspen Institute Kyiv, which implements the "Cybersecurity Dialogue" Program, and the USAID Cybersecurity Activity.

On Christmas morning, leading business associations—members of the Ukrainian Business Council (URB)—representatives met with the WB delegation for a conversation focused on the drivers of Ukraine’s economic recovery, including the further IT Industry development.

“Business association leaders emphasised the importance of maintaining stability and predictability in business conditions (...), and compared it with conditions created in other countries for the functioning of innovative industries,”

The discussions cover the IT industry, key challenges and achievements, global cooperation, innovations in EdTech, cybersecurity and digital transformation, among other topics. Ukrainian National Stand at London’s Bett Global 2025

On January 24th, the 40-anniversary leading global EdTech exhibition concluded in London. Ukraine was represented by 4 IT companiesGeniusee, Edmaps, AR Book and Optima School. Over the 3-day event, these companies conducted over 100 B2B meetings with government representatives, businesses and representatives from private and public schools, and showcased their solutions in various areas, from VR to eLearning and software development.

The Ukrainian stand at Bett was organised by the IT Ukraine Association in partnership with Geniusee company.

The Economy is Good News, IT Exports Expected to Rebound

According to the 2024 data, the Ukrainian economy grew by 4±0.5%. Physical exports grew 35% in the first half and brought in $41b, up 13,7% from 2023. While the monthly economic growth has slowed by the end of the year, the exports figure has grown, the IT Services one very much so. Overall, IT Services brought $6.4b in state revenue.?

“The results and dynamics of 2024 confirm our forecasts. From 2025, the situation is expected to stabilise. The industry will begin its recovery after at least one of its decline-causing factors disappear, be it wartime circumstances or the stability of global demand for IT services. The Ukrainian IT industry strengthens the country’s economy and international positions — we are doing everything for this,”

Ukraine Facility Program and IMF Extended Fund Updates

In December, Ukraine received a €4.1b tranche for fulfilling the Q3 roadmap—in sum, 23 indicators fulfilled—of Ukraine Facility out of €16.2 in 2024 overall. By now, Ukraine has submitted the Q4 report, due to be reviewed by the European Commission within a month. Upon the expected success, a decision for further €3.5b allocation will be made.?

While the former initiative constitutes 40% of the total Western support, it’s not the only large one, as there’s also the International Monetary Fund ’s EFF program. As far as that goes, Ukraine has successfully passed six reviews—the 7th tranche of $1.1b—having received $9.8b out of a $15.b program fund. The next steps are laid out in the joint Memorandum of Understanding between Ukraine and the IMF on Economic and Financial Policy.
