Welcome to PAI's weekly newsletter

In this week's extensive update on significant developments spanning both the public and private sectors, we commence by introducing PAI's Women in Leadership workshop. This workshop is scheduled for September and will be hosted in the exquisite venue of the Gibson Hotel. Following that, we delve into a report highlighting the potential of means-tested child benefit tiers to uplift over 40,000 children from poverty. Subsequently, Ifac has issued a warning that the Government risks undermining its credibility and potentially repeating past mistakes if it proceeds with plans to breach its own spending rules. Lastly, Simon Harris TD extends an invitation to adults to enhance their literacy, numeracy, and digital skills in honour of International Literacy Day.

Means tested child benefit tier has the potential to lift over 40,000 children out of poverty. ?

A report published by the ESRI on Wednesday, and funded by Community Foundation Ireland, has shown that child poverty could be reduced by a quarter if a means-tested second-tier child benefit were introduced.

With an estimated 170,000 currently below the poverty line, this is equivalent to taking more than 40,000 children out of poverty.

Such a reform would provide for all households with children to receive a payment determined by their means and number of children and has already been recommended by the Commission on Taxation and Welfare, the National Economic and Social Council, and the Children’s Rights Alliance.

Senior research officer at the ESRI and another author of the report, Dr Karina Doorley,?highlighted that child poverty is “something the Government have placed renewed emphasis on with the establishment of a Child Poverty and Wellbeing Programme Office in the Department of the Taoiseach”. ?

The ESRI noted, however, that undertaking such a reform would force the Government to confront some of the “implicit choices” made by the structure of the current welfare system, “that are rarely discussed”. ?

Budget 2024: Ireland risks repeating mistakes of past in plans to breach spending rules,

watchdog warns Ifac could ‘push big red button’ and refuse to endorse future budgets if rule continues to be breached

The State’s budgetary watchdog has warned that the Government risked undermining its credibility and “repeating Ireland’s past mistakes” if it pressed ahead with plans to breach its own spending rules each year until 2026.

In a pre-budget submission the?Irish Fiscal Advisory Council?(Ifac), an independent statutory body set up to scrutinise the Government’s fiscal plans and forecasts, also said renewing temporary measures such as the Business Energy Support Scheme when energy prices are beginning to taper off risked adding to price pressures.

Speaking to reporters on Tuesday, acting Ifac chairman Prof Michael McMahon said the Republic’s economy “does not require additional stimulus through a large budgetary package”. The labour market was “now beyond full employment”, with vacancy rates particularly high in some sectors such as construction, and further stimulus risked adding to the price and capacity pressures already being experienced.

He said there was ample “scope” within the parameters of the spending rule, which sets out to limit the overall increase in spending to 5 per cent annually, for “transfers” and “redistribution” from some sectors of the economy to fund additional spending in others.

Minister for Further and Higher Education, Research, Innovation and Science Simon Harris TD is today (8th of September) inviting adults to improve their literacy, numeracy and digital skills on International Literacy Day.

The Adult Literacy for Life (ALL) strategy, launched by Minister Harris on International Literacy Day 2021, has the ambition of an Ireland where every adult has the necessary literacy, numeracy and digital literacy to fully engage in society and realise their potential.

Speaking at the City of Dublin Adult Education Centre in Ballymun today, Minister Harris says:

“I am heartened to be here on International Literacy Day listening to learners tell their story of how improving their literacy positively impacted their lives.
“Today’s event is just one of 30 different events and activities, up and down the country, being held to promote adult literacy this month. These events have been organised by our Regional Literacy Coordinators and the Education and Training Boards, to help start a conversation around adult literacy.
“I have huge ambitions with regard to Adult Literacy and the strategy I am driving has ambitions aims. I want to:

  • reduce the number of adults in Ireland with unmet literacy needs from 18% to 7%,
  • reduce those with unmet numeracy needs from 25% to 12% and
  • those without basic digital literacy skills from 47% to 20%.

“The Adult Literacy for Life Strategy is a whole of Government and whole of society approach to literacy. There is a vast amount of really fantastic work going on nationwide in providing literacy services and we want to ensure that everybody knows about it and knows how to access it.
