IRC'S DATA MANAGEMENT STRATEGY (DMS), 2023-2025: Empowering Employees for Efficient Tax Administration.

In an effort to modernize tax administration processes, the Tax Intelligence Division (TID) within the Internal Revenue Commission (IRC) conducted awareness sessions on Data Management Strategy (DMS) at the Revenue Haus, Port Moresby. These daily sessions were aimed to familiarize IRC’s employees with the significance and implementation of the DMS, which stands as a cornerstone in revolutionizing its approach towards data governance.

In August of 2023, the Data Management Strategy was launched, and as part of implementing this strategy, the Tax Intelligence Division developed 2 frameworks and 7 policies.

Data is handled by every officer within the IRC and is a crucial part of our work line. Hence, it is important to ensure everyone is well informed and made aware of these policies and frameworks that guide the usage of data within the IRC.

Key Highlights of the DMS Awareness:

Firstly, the IRC TID plans to establish a Strategic Data Committee and Data Champions Network. This committee will develop, review, and enhance to foster data governance documents, ensuring adherence to established standards and best practices.

Meanwhile, the Data Champions Network will oversee the implementation of approved data governance protocols, including policies, practices, and procedures.

Central to the initiative is the introduction of a robust Data Governance Framework. This framework is designed to establish a standard for data management, ensuring its quality, utilization by teams, and protection from security risks. It delineates clear roles, responsibilities, standards, processes, policies, and best practices to govern data handling procedures effectively.

In addition, the organization plans to roll out a Professional Partnership Framework aimed at fostering collaborative endeavours with external stakeholders. This framework aims to integrate shared data into business processes efficiently, supporting organizational decision-making and enhancing tax administration capabilities.

The operationalization of the Partnership Framework will follow a structured roadmap involving the development of partnership documents and the execution of forward programs.

Furthermore, the organization will implement various data policies to ensure responsible and secure data handling practices. These policies encompass data sourcing, provenance, integrity, integration, access, usage, protection, handling, security, storage, and retention. Overall, this strategic initiative underscores the organization's commitment to bolstering its data governance infrastructure, fostering collaboration, and upholding the highest data security and integrity standards.

The IRC's commitment to fostering a data-centric culture underscores its dedication to modernization and efficiency in tax administration. With the DMS at its helm, employees are empowered with the tools and knowledge to navigate the intricacies of data governance, ensuring a seamless transition towards a more agile and responsive tax administration body.

Strategy sounds nice. How about practical simple solutions that are taking ages to implement? Online submissions for applications and submissions alike. Quick turnaround time for GST assessments. Fully automate or partially automate GST submissions and assessments by classifying your taxpayers into certain groups by nature of business. A centralized approach to GST Tax Invoicing, payment and Reconciliation
