In “An Immigration System for Canada’s Future,” Immigration, Refugees, and Citizenship Canada (IRCC) introduced this project. After months of stakeholder input on a new immigration strategy, the Canadian government, led by the immigration department, presented a report outlining its conclusions and action plan.
According to that study, IRCC plans to “build an advisory body [including people] with lived experience in immigration to guide policy development and improvements to service delivery.”
IRCC said this action plan will help the department “create a more welcoming experience for newcomers.” This advisory group helps the department enhance communications and ensure Canada has a “human-centric” immigration system, according to the IRCC.
The IRCC recognizes that users of Canada's immigration system are individuals, families, and employers who make life-changing decisions and therefore must be considered in service delivery.
IRCC hopes the advisory body will include newcomers with “lived experience in immigration” to help “strengthen policy and program development [while ensuring that Canada’s immigration system remains anchored] in a human-centric approach.”

This advisory board will comprise Canadian newcomers, from international students and foreign workers to permanent residents, with diverse immigration system perspectives.
It is noteworthy that the advisory committee of IRCC is composed entirely of individuals who are newcomers to Canada and possess a deep understanding of the immigration system. In 2023, the immigration department published several consultation reports. These reports covered various topics such as immigration levels, the broader immigration system, the advisory council component of IRCC's action plan, and Express Entry's category-based draws.
