Invitation to Serve as an External Member of the Standards Liaison Committee of the Independent Communications Authority of South Africa: Four (4) Positions

The Independent Communications Authority of South Africa (“ICASA”) is a public entity in terms of section 192 of the Constitution of the Republic of South Africa (Act 108 of 1996), established to regulate the electronic communications, broadcasting and postal sectors in South Africa, in the public interest in terms of the Independent Communications Authority of South Africa Act, No 13 of 2000 (“ICASA Act”), and the Electronic Communications Act, No 36 of 2005 (“EC Act”).

ICASA hereby invites applications from suitably qualified and experienced persons to serve on its Standards Liaison Committee (“SLC”) for a period of three (3) years, subject to review, on recommendation by Council.

Prospective candidates must be citizens or permanent residents of the Republic of South Africa and must have relevant knowledge of and expertise on standards applicable to the electronic communications, broadcasting, or postal sectors, which expertise will enable them effectively to advise ICASA on vendor and technology neutral standardisation of products within the Information and Communications Technology sector in particular.

Roles and Responsibilities: the SLC is vested with certain powers by the ICASA Council stemming from the ICASA Act and the EC Act, such as, to:

? identify areas where technical standards are needed;

? recognise emerging technology trends;

? determine whether existing standards are still relevant to South Africa;

? consider proposals from the South African Bureau of Standards technical committees and other standardisation bodies regarding new and updated standards; and

? make recommendations to the ICASA Council on standards proposed for adoption, along with the necessary licensing and/or certification procedures to be followed.

Required qualifications: Applicants must be in possession of an appropriate technical or engineering tertiary qualification at postgraduate level.

Experience: Seven (7) or more years of experience in the electronic communications sector, with extensive knowledge in the development and drafting of electronic communications technical standards.

Candidates are requested to carefully read the disqualification criteria set out in terms of Section 17(3) of ICASA Act before applying for this position.

Selection Procedure: Short-listed candidates will be invited for interviews, to be conducted by a panel appointed by the ICASA Council. It will be the prerogative of the Council to make final appointments upon recommendation by the shortlisting and interview committee. A member of SLC must be considered fit and proper in accordance with section 17(3) of the ICASA Act.

Remuneration: These are non-remunerated appointments. However, an external member of the SLC will be reimbursed for reasonable expenditure on subsistence, travel etc., as the Council of the Authority determines (as per section 17(8) of the ICASA Act).

Term of Office: the successful candidate will serve as a member of the SLC for a period of three (3) years, and will be subject to the SLC Terms of Reference, and such other terms and conditions as prescribed by law and by the Council of ICASA.
