Investor Center is to be established in Uzbekistan!

The President signed a Decree "On Measures for the Effective Organization of Public Administration in the Areas of Investment, Industry, and Trade Within the Framework of Administrative Reforms."?According to the document, the Ministry of Investment, Industry, and Trade (MIIT) provides investment managers to each investor, who accompany investors at all phases up to project launch, especially in deciding matters such as:

  • procuring land;
  • connections to infrastructure;
  • issuance of licenses.

Investment managers have the same status as the head of the ministry's department. They will work directly with the deputy heads of ministries, departments, economic associations, and state authorities at the local level, which are entrusted with tasks on investment, industry, and trade.

MIIT has the authority to:

  • provide mandatory instructions to state bodies and local authorities to eliminate the identified deficiencies;
  • meet and greet investors in the VIP lounge of international airports at the expense of their extra-budgetary funds.

There will also be:

  • Center for Analysis of Industry and Foreign Markets?at MIIT;
  • the Center for Investors by?the system of the Agency for Attracting Foreign Investments.?
  • Its employees will meet investors upon entering the country, assist them in obtaining visas, and create conditions for negotiations;
  • the Center of Exporters?by the structure of the Export Promotion Agency;
  • the Industrial Development Fund?under the Fund for Reconstruction and Development;

For reference, at the expense of the Fund:

  • Loans in foreign and domestic currency, including working capital, are made available for industrial initiatives targeted at producing new types of high-tech products and expanding existing capacities.
  • Loans are made available through the Industrial Mortgage System for the purchase and lease of buildings and structures in order to improve production volumes.
  • A portion of the costs connected with marketing research projects aimed at mastering the manufacturing of desired products, as well as the compilation of project documentation, attracting foreign professionals, and product certification, are funded.
  • Industrial firms receive help in the form of participation in their permitted capital, property acquisition, loans in national and foreign currencies, and other forms.
  • The Fund plans to raise $1 billion in funds.
  • From 2024, the Ministry of Economy and Finance will allocate 2 trillion soums from the State budget for infrastructure costs, plus $15 million for expenses related to subsidies and compensation given by the Fund.

Heads of industry associations can now carry out labor actions in the MIIT system at the same time.

The State Enterprise "Center for Bar Coding and Information Technologies" loses its monopoly duty of keeping the State Register of bar codes for items manufactured in the republic.

As of August 1, 2023:

  • project offices for the creation and implementation of new investment projects are being established in 20 ministries and departments;
  • reports on talks on foreign economic issues with international partners are delivered to MIIT within 3 days.

The E-certificate information system will be integrated into the Single Window customs information system on December 1, 2023, providing an opportunity to obtain information on the application of GSP + system benefits, free choice of testing laboratories (including in the areas of veterinary medicine, plant quarantine, sanitation, and epidemiology), and electronic registration of test reports.

The prosecutor's office will also be given 35 more staff posts to oversee the implementation of legislative acts passed in these areas.

The legislation was published in the National Database of Legislation and became effective on July 22, 2023.
