Introducing the MPA Vision
The Motion Picture Association (MPA) EMEA is excited to introduce the MPA Vision for the future of the European audiovisual (AV) sector, which shows how an approach based on three key principles – flexibility, legal certainty, and proportionate regulation – would enable the sector to build upon its strengths and ready itself for the future.
Europe is home to a diverse and dynamic media ecosystem in which its leading AV sector has thrived for many years. Across the continent beautiful scenery, architecture and landscapes make perfect backdrops for high profile films and television series. The MPA members have been an important part of Europe’s rich cultural landscape for decades, and we hope to see this remain sustainable.
Our Vision is of an environment in Europe which encourages creativity, risk-taking and innovation in the AV sector, so that it can continue to thrive and make significant contributions to the continent’s economy. The approach we recommend would support the sector’s continued growth and its adaptation for the future, including in the face of rapid technological development.
The European AV sector enjoys high levels of investment, with MPA members signing thousands of deals with producers for the development, production, financing and distribution of film and television across the continent. As a result, works from the 27 EU member states, represent nearly a third of the content available in video on demand (VOD) catalogues in the EU.
This investment creates millions of high-quality jobs across Europe and can bring significant growth and interest in the cultures and languages production locations which span across iconic landmarks as well as off-the-beaten track, remote regions. For example, high-profile productions such as The White Lotus in Sicily, and Game of Thrones in Croatia, have helped raise the profile of those places as destinations for visitors. Similarly, a recent study[1] showed that four out of five visitors to Paris said watching a series set in the ‘City of Lights’ spurred their decision to travel there, with Emily in Paris and Lupin high on the list. The AV sector continues to ensure that citizens from across the continent can choose from vast array of outstanding content, with European audiences able to access more than over 12,000 thousand of catch-up TV services; over 3,000 On-Demand Audiovisual Services (VOD) beyond the experience offered by over 10,000 European cinemas in more than 27,000 screens. Our Vision shows how we can ensure that audiences can continue to enjoy a wide choice of increasingly competitive and attractive content offerings.

The MPA Vision also lays out the support the AV sector needs to allow it to successfully navigate the key changes facing the industry and adapt to a rapidly changing, volatile world.
Piracy of copyright-protected content, and the associated threats to online safety is still a key issue facing the sector in Europe, and further action to address it will be essential.
The MPA Vision shows how a flexible, proportionate, and non-discriminatory regulatory environment provides the stability the AV sector needs to continue to thrive and secure Europe’s position as a global powerhouse in film and television.
