He stressed the importance of evaluating the state of fiber optics deployments, capillarity, and customer adoption to ensure the successful deployment of services. Talotta highlighted the evolution of the digital landscape, with a shift towards the presence of IXPs and data centers in proximity to end-users, fostering community interest and collaboration.

The Rise of Internet Exchanges:

Neven Dilkov brought a unique perspective, celebrating the rise of IXPs as critical infrastructure players in the telecom industry. He noted the shift from dominance by large telecom operators to the recognition of smaller IXPs as equally critical, a phenomenon acknowledged even by regulatory bodies like the European Commission. Dilkov underscored the importance of a vibrant market with a diverse range of small and medium-sized enterprises for the continued success of the IXP business model.

Challenges and Opportunities in the Middle East:

Ali Makhlooq provided insights into the Middle East, highlighting the success of the internal exchange platform, NetIX, established in 2019. He pointed out the positive impact on internet quality and traffic in the region, with a notable demand for content from major providers like AWS, Google, and Meta. Makhlooq discussed the emergence of multiple IXs in the Middle East and predicted future growth, emphasizing the need for a balance between larger and smaller IXs.

Future Landscape and Collaboration:

As the panel explored the expectations for the future, Alessandro Talotta and Ali Makhlooq discussed the likelihood of smaller IXs emerging initially, with potential consolidation leading to a few dominant players. They emphasized the importance of collaboration among IXPs, viewing them not as competitors but as facilitators of a robust and interconnected internet landscape. Talotta emphasized the need for a clear strategy and collaboration among IXPs and neutral data centers to enhance services and attract diverse networks.

Ensuring Diversity and Growth:

Neven Dilkov reinforced the need for diversity and competition among ISPs and network service providers, asserting that the market thrives on the presence of small and medium-sized enterprises. He shared experiences from his home country, emphasizing that a lively and competitive market is essential for the continued success of IXPs. The panel collectively recognized the challenges posed by the chicken-and-egg scenario in establishing new IXs, where the presence of content providers attracts ISPs and vice versa.
