Big News for International Students in Canada: Changes to PGWP Eligibility for P3 Programs (May 2024 Update)

Countrywide Visas Here! We understand that navigating the world of Canadian immigration can be confusing, especially with recent policy changes. This article focuses on a recent update regarding Post-Graduation Work Permits (PGWPs) for international students enrolled in public-private partnership (P3) programs.

What’s Changed?

  • As of May 15, 2024, international students starting programs under a public-private curriculum licensing agreement (P3) will no longer be eligible for PGWPs upon graduation. This is a change from the originally announced September 2024 date.

What are P3 Programs?

  • P3 programs involve collaborations between private colleges and public institutions. Private colleges deliver the curriculum, while public institutions award the diplomas or degrees. These programs were previously eligible for PGWPs, but the recent policy update changes that.

Why the Change?

  • The Canadian government (Immigration, Refugees and Citizenship Canada – IRCC) aims to ensure PGWPs are awarded to graduates from programs that directly align with Canada’s labor market needs.

What if I Enrolled in a P3 Before May 15, 2024?

  • If you started your P3 program before May 15, 2024, you may still be eligible for a PGWP upon graduation. Contact Countrywide Visas for a personalized assessment.

What are My Options Now?

Here are some options to consider:

  • Choose a Program at a Designated Learning Institution (DLI): Look for programs offered directly by public universities, colleges, or private institutions with DLI status. Graduates from these programs remain eligible for PGWPs. Countrywide Visas can help you find a suitable DLI program.
  • Consider Other Work Permit Options: Depending on your situation, you might be eligible for other work permit streams, such as the Provincial Nominee Programs (PNPs). We at Countrywide Visas can guide you through these options.
  • Explore Different Study Options: Consider other study pathways, such as pursuing a master’s degree, which now qualifies for a longer 3-year work permit after graduation.

Benefits of Studying in Canada

Despite the PGWP change for P3 programs, Canada remains a top destination for international students. Here’s why:

  • High-Quality Education: Canada boasts world-class universities and colleges offering a diverse range of programs.
  • Post-Graduation Work Experience: For eligible graduates, PGWPs provide valuable Canadian work experience that can enhance your resume and future immigration prospects.
  • Pathway to Permanent Residency: Work experience gained through a PGWP can be valuable towards obtaining Permanent Resident (PR) status in Canada.
  • Multicultural Society: Canada is a welcoming and multicultural country, offering a vibrant and inclusive environment for international students.

PGWP Ineligibility for International Students in Curriculum licensing agreements (public-private partnerships):

  • International students who have completed a course or study program at a Designated Learning Institution (DLI) under a curriculum licensing agreement, often referred to as a P3 or public-private partnership, are not eligible for post-graduation work permits (PGWPs).
  • There is an exception for students who were enrolled in a program at a private college, administered on behalf of a public institution in the same province, before May 15, 2024. However, those who commence such programs at public-private partnership educational institutions on or after May 15, 2024, will not be eligible for a PGWP.
  • Additionally, international students who began their study program on or before January 31, 2023, at a public-private partnership educational institution delivering instruction on behalf of a public college from a different province are ineligible for PGWPs.
  • Furthermore, new international students who initiated one of these programs after February 1, 2023, cannot apply for a PGWP.

General Eligibility Requirements for Post-Graduation Work Permit (PGWP);

  • International students are eligible to apply for a post-graduation work permit (PGWP) upon completing their studies at a designated learning institution (DLI) in Canada that qualifies for PGWP.
  • During their study program, students must have been enrolled as full-time students for each semester.
  • Additionally, students must possess a valid study permit for the preceding 180 days.
  • According to the official website of IRCC, students must meet one of the following criteria to fulfill the official eligibility requirements for PGWP.
