Illicit Economies: A Threat to Global Security and Development
ICAIE is a force multiplier and committed to harness and mobilize energies to combat cross-border illicit threats, develop transformative risk management solutions, leverage crime convergence finance, and coordinate synchronized efforts across sectors and communities through vibrant public-private partnerships and collective action to safeguard U.S. national security, and ensure greater justice, safer communities and sustainable peace globally.
I was honored to Chair as Executive Director of?International Coalition Against Illicit Economies (ICAIE) ?the July 29, 2021 strategy session at the?Meridian International Center ?for Diplomatic Engagement on the International Dialogues to Fight Illicit Economies.
These dialogues brought together bipartisan senior leaders from the U.S. Congress (U.S. Senate and U.S. House of Representatives), the executive branch, and cross-section of experts, decisionmakers, and influencers from the diplomatic community, multinational institutions, private sector, think tank community and civil society to examine areas of illicit economic activity, and work towards viable multisectoral solutions.

To keep the forward momentum on the dialogues, the Meridian Center for Diplomatic Engagement welcomes the proposal by the International Coalition Against Illicit Economies (ICAIE) to elevate with the US Congress, the Biden Administration, and across the diplomatic community internationally, the fight against illicit economies as a higher priority in the United States and abroad.
Illicit economies come with vulnerabilities to peace and security — including corruption, violence, chaos, organized crime, terrorist financing and instability. Illicit economies are the lifeblood of today’s bad actors, enabling?kleptocrats to loot their countries, criminal organizations to co-opt states and export violence and terrorist groups to finance their attacks against our societies.
Illicit economies are pervasive threats that undermine democracy, corrode the rule of law, fuel impunity, imperil effective implementation of national sustainability and economic development strategies, contribute to human rights abuses and enflame violent conflicts.
Across today’s global threat environment, criminals and bad actors exploit natural disasters, human misery and market shocks for illicit enrichment.
The lucrative criminal activities enabling and fueling the?multitrillion-dollar ?illicit economies include the smuggling and trafficking of narcotics, opioids, weapons, humans, counterfeit and pirated goods; illegal tobacco and alcohol products; illegally harvested timber, wildlife and fish; pillaged oil, diamonds, gold, natural resources and precious minerals; and other contraband commodities. Such contraband and illicit goods are sold on our main streets, on social media, in online marketplaces and on the dark web every minute of every day.?The United Nations has estimated that the?dirty money ?laundered annually from such criminal activities constitutes up to 5 percent of global gross domestic product, or $4 trillion.
