Stephen M Apatow, is the President and Founder of the UN NGO Humanitarian Resource Institute, Director of Research and Development of the Humanitarian University Consortium Graduate Studies Center for Medicine, Veterinary Medicine & Law. After 20 years of advocacy and policy development work through Humanitarian Resource Institute (UN:NGO:DESA), the Humanitarian Intervention Initiative (H-II) was established to support strategic planning, development and stabilization of humanitarian emergencies that were beyond the operational capacities of the United Nations, non-governmental and relief organizations. This included optimization of defense logistics and resource capabilities, as well as expanding special protective forces for humanitarian operations, through H-II OPSEC - Intelligence, Defense, Law Enforcement Fusion.

Following the completion of two national youth leadership projects, Cycle Across America in 1990 and Run Across America in 1993, the nonprofit organization Humanitarian Resource Institute was formed in October 1994. Our first project with FEMA and Emergency Food and Shelter National Board Program, was establishing unmet needs coordinators in every city/county area of the United States, developing the HRI:FEMA National City/County Emergency Management Support Network. In 1999, following the success of this national initiative, I worked with FEMA to develop the HRI:FEMA International Disaster Information Network (IDIN) to support global infrastructure analysis, contingency planning and Y2K Remediation efforts.

John Milton Wesley, Media & Public Relations Specialist, National Clearinghouse for Drug and Alcohol Information (NCADI), Liaison, Louis Sullivan, U.S. Secretary of Health and Human Services. John was federal, state and local government coordinator for 1990 Cycle Across America project to open the first toll free hotline providing access to the federal resource for drug and alcohol information. NCADI became SAMHSA, and the toll free hotline, the 988 Suicide and Crisis Lifeline.

Kay Collett Goss, CEM Associate FEMA Director, 1994 - 2001 In charge of the National Preparedness, Training, and Exercises Directorate, nominated by President William Jefferson Clinton and confirmed unanimously by the US Senate. All FEMA collaboration was coordinated with the help of Dr. Ralph Swisher, Director of the FEMA Community and Family Preparedness Program.

In 2002, HRI was recognized as one of nine leading educational and research institutions by the National Academy of Sciences.

In 2003, the Humanitarian University Consortium was formed to serve as (1) an international community of scholars, (2) a bridge between Humanitarian Resource Institute and the international academic community, (3) a think tank in support of the United Nations programs and (4) the promotion of higher learning through both traditional and distance education. -- Announcements 2003 (08): Humanitarian Univ.
