The International Civil Aviation Organization - ICAO (headquartered in Montreal, Canada) - is a specialized agency of the United Nations that coordinates and facilitates international cooperation in all aspects of international civil aviation, established by the Chicago Convention on International Civil Aviation- signed?on?7?December?1944. It was established on April 4 in the year 1947 A.D. The number of member states is 193, including Yemen, where Yemen joined the International Civil Aviation Organization - ICAO in 1964 A.D.

Purpose of the International Civil Aviation Organization - ICAO

The Convention on International Civil Aviation defines the purpose of ICAO, recognizing that “the future development of international civil aviation can greatly help to create and preserve friendship and understanding among the nations and people of the world”.

The strategic objectives of the International Civil Aviation Organization (ICAO).

In its continuing mission to support and enable a global air transport network that meets or exceeds the social and economic development and broader connectivity needs of global businesses and passengers, and recognizes the clear need to anticipate and manage the projected doubling of global air transport capacity by 2030 without undue negative impacts on system safety, efficiency, suitability or for its environmental performance, ICAO has established five overarching strategic objectives.

The first goal: flight safety

Strengthening the safety of global civil aviation (this is one of the pillars of the state safety system and the safety management system for aircraft operators, airports and other aviation service providers).

This strategic objective primarily focuses on the regulatory oversight capabilities of Contracting States. ICAO's Global Aviation Safety Plan (GASP) outlines the main activities for the triennium.

The second goal: to increase the capacity and efficiency of global air navigation

Increasing the capacity and improving the efficiency of the global civil aviation system. Despite the functional and organizational interdependence with the first objective (safety), this strategic objective primarily focuses on upgrading the airport and air navigation infrastructure and developing new procedures to improve the performance of the aviation system. The Global Air Navigation Competence Plan (Global Plan) outlines the main activities for the triennium.

The third goal: security and facilities

Enhancing the security and facilities of global civil aviation. This Strategic Objective reflects the need for ICAO leadership on aviation security, facilitation and border security matters to the contracting states.

The fourth goal: the economic development of air transport

Promote the development of a sound and economically viable civil aviation system. This Strategic objective reflects the need for ICAO leadership in coordinating an air transport framework focused on economic policies and support activities.

Fifth goal: environmental protection

Reducing the harmful environmental effects of civil aviation activities. This strategic objective reinforces ICAO's leadership in all aviation-related environmental activities and is in line with the environmental protection policies and practices of ICAO and the United Nations system.

Annexes to the International Civil Aviation Organization - ICAO

The ICAO Annexes (Nineteen) set out the Standards and Recommended Practices (SARPs) expected of States signatories to the Chicago Convention. It explains in detail the SARPs and gives insight into what and how countries should do to achieve them.

What is the difference between IATA and ICAO?

The International Civil Aviation Organization (ICAO) is distinguished from other international air transport organizations in that it has international authority (between the contracting states). Other organizations include the International Air Transport Association (IATA), which is a trade association that represents airlines and has no international authority.

Thank you for sharing. Nice post. I would have added that the Chicago Convention establish a balance between Member States sovereignty on their airspace and free circulation of aircraft.
