The Intelligence-led Policing Method.

Probably many of you never have heard of The Intelligence-led Policing Method, but it's widely used by law enforcement organizations throughout the nation. We copied the concept from England and Australia in the early 1990s, where it was adopted primarily in response to an increase in property crimes and budgetary cuts for law enforcement. It sounds good, but it has nothing to do with the "intelligence" related to clandestine collection and analysis of information used by professional intelligence organizations, or the low-level intelligence programs which are part of most law enforcement organizations. Actually, it means deployment of resources to priority areas based on data collection and analysis in order to increase effectiveness and save money. But, in practice, the concept is intentionally misapplied, mainly for political and selfish reasons; The data is simply not collected or ignored, or it's routinely manipulated to shift attention away from high-crime areas. The emphasis is often shifted to areas of monetary and political influence, which are more rewarding, less confrontational, much safer for the organization. And this is reality for much of our people. It's time for fresh thinking, new ideas, better protection.

7 年I was with LAPD when we started a hybrid version of ILP. It was later further modified to reflect more of what NYPD was doing with their, first on the block version of ILP. The concept was to track criminal activity, high arrest data, officer contacts with persons of future interest and the many different crime types as they happen. Then, taking that information, in theory, deploy resources, with respect to the type of crime and officers where anticipated needs were found. Many hoped to be able to anticipate crime trends, focus and mitigate the trend. Again, in theory, this is a good concept. Of course, as you noted, as with anything, to include financial resources, it can be hijacked and used in many ways and with other motives. My part in the LAPD model was to work at bringing in the Narcotic Officers data and intell, and compare it to the crime and event activity collected from other sources. I left the department before the final system was functional. Good luck to you in your efforts at election and in serving when you win.

7 年I had the privilege of helping rolling out ILP as a new managerial model for the South Sudan Police Service when I worked with State Department. ILP was a whole new way of thinking for the South Sudanese police force. It was very exciting to see the SS police service combatting some of their main crime issues such as cattle raiding using the ILP model.

7 年The effectiveness, or lack thereof, of a program should be gauged and judged from the point of view of those who receive it, not from the vantage point of the armchair general or minions with a vested interest behind it. We serve and protect, and those under our protection are the judge and jury of our performance.

7 年True, but those people usually have a limited point of reference as well as limited knowledge of the application/enforcement of the law, use-of-force continuum, etc...Also, it depends on who you ask and whether they contribute to the solution, contribute to the problem, or are apathetic/complicit in regards to either or both. A lot of variables to consider especially the demonizing of city and county law enforcement officers across the country based on false narratives and the actions of a very few bad apples.

7 年The people, particularly those in high-crime areas, may have a diiferent point of view on the application and alleged effectiveness of the model.
