We have a NYC FD approved fire alarm and sprinkler systems subscriber, very good relationship for over 10 years. Last month we had to replace two devices that failed and sent an invoice. The Facilities Director who we work with asked us to change the invoice from "replace" to "install" the devices. I said no, that is not what we did. I can imagine many issues that could come up like, where were they installed, did you file and get the plans approved, etc. Seems fraudulent to me. He is being adamant about changing the wording and not giving a reason, I presume it has to do with budgets? I presume you are in agreement, I will not make the change, do you have any suggestions what to say that i didn't already, or am I wrong?

NYC FD governs fire alarms in NYC. Fire alarms must meet stringent standards, require filed plans and specifications, permit and approval. Changing a grandfathered fire alarm system, even a component, might trigger the need for a new updated code compliant fire alarm system. You need to be careful when working on and replacing fire alarm equipment.
You are concerned with semantics, install v replace; not sure how someone could interpret that, but let’s just say that there could be different interpretations; you are subject to the whim of a particular FD inspector. You need to be careful.
Arguably you can’t replace a component without installing it. You can install a component, which may be a replacement or something added.
More than likely you can satisfy this “exacting” security director by invoicing for “installed replacement equipment – identifying the equipment”. I would also indicate if it’s the same model number or similar; you can’t change specifications without going through the filing process, so you certainly want to avoid that if you can.
This replacement would be made under the Fire All in One agreement pursuant to the Repair Service option or per call option. This work should not be done without a contract in place. You, in the first instance, need to be satisfied that the replacement part can be made without prior approval from the AHJ.
