Infrastructure Ministry's first declarations on support for transport industry
Entrepreneurs' strike
Entrepreneurs in the transport sector have been facing difficulties and a lack of government support for a long time. In response, carriers have organized a series of protests, which have been held every Saturday since the beginning of the vacation. Their aim is to draw attention to the plight of the entire industry.
Declaration by the deputy head of the ministry
On July 23, Przemyslaw Koperski announced an amendment to the law prepared by the infrastructure ministry. It assumes, among other things: allowing road carriers operating in Poland to temporarily use a vehicle leased, registered or admitted to traffic in another EU country. In addition, it provides for support for the replacement of tachographs with so-called smart tachographs in the second version, and for making the financial security when applying for a transport license more realistic. Another issue the ministry will take up is the development of uniform rules for the control of cabotage transport. Mr. Koperski indicated that a temporary reduction in social insurance contributions for drivers is planned. He also announced the introduction, for a period of 24 months, of shortened payment periods for services performed. This will apply to entities performing other road transportation activities, primarily shippers, subcontractors and freight forwarders.

Announcements by the deputy head of the National Tax Administration
Ms. Malgorzata Krok reported on work on mandatory reporting of international shipments to the SENT registry, as well as advising customs clearance for exports outside the EU and booking them in advance through a special application. She stressed that initially this system will be introduced at the border with Ukraine.
Uncertainty about the timing of the changes
All these changes are aimed at improving the situation of the transport industry. It is assumed that they will positively affect its development and efficiency. However, these are only announcements, and it is unclear when they will come into effect. It is also uncertain whether entrepreneurs will stop the ongoing protest in connection with these declarations.
