Projects won't go according to plan and delays are often entitled as unforeseen and uncontrollable events. This is an indication of lacking planning efficacy.
A correct network planning will show the upcoming critical activities (both critical for the project or on the critical path). These activities should be discussed with the project manager and risk management should be done. If someone reports to you that a delay occurred which was unforeseen, it actually means there has not been a proper analysis and nobody was prepared. With what-if simulations this situation could have been prevented and controlled. So next time somebody reports an 'unforeseen and uncontrollable incident' ask for the what-if plans and risk analysis.
