Inclusion of SASO in the SBC 2024 is a pivotal advancement
Where necessary, supporting data to assist in the approval of materials or assemblies not specifically provided for in the Saudi Building Code (SBC) “shall consist of valid research reports from Saudi Standards, Meteorology, and Quality Organization (SASO),” in addition to the Saudi Building Code National Committee (SBCNC), ICC evaluation services, or other approved sources.
This is according to the 2024 edition of the SBC, released by the SBCNC as per Ministerial Decision No. 181 dated 31 December 2024. The latest edition is designated as a reference version until 30 June 2025, during which the 2018 edition remains mandatory. Commencing 1 July 2025, the 2024 edition will become the legally enforced version.
Aligning building standards
“The inclusion of SASO in the SBC 2024 represents a pivotal advancement in aligning building standards with the unique needs and aspirations of Saudi Arabia,” comments Aaron Mc Daid MIFireE , Principal – Middle East Leader at Design Confidence.
By explicitly referencing SASO, the SBC integrates a localised framework for ensuring quality and safety, particularly for materials and assemblies not explicitly addressed in the code. This inclusion highlights the Kingdoms commitment to adopting construction practices and materials optimised for its environmental conditions, such as extreme heat and sandstorms, while adhering to rigorous safety and performance benchmarks.

Innovative building materials
SASO’s involvement brings credibility to the approval processes for innovative building materials and assemblies. It ensures that the evaluation of these elements is grounded in valid research reports and proven methodologies tailored to local requirements.
This not only fosters innovation in the construction industry, but also establishes clear pathways for compliance, making it easier for developers, contractors, and manufacturers to navigate regulatory processes. The reference to SASO also strengthens public trust in the SBC, ensuring that construction practices meet both national and international standards for safety and quality.
Aligned with Vision 2030
Moreover, SASO’s role in the SBC 2024 aligns with Saudi Arabia's Vision 2030, promoting sustainability and environmental responsibility. By leveraging SASO’s research capabilities, the building code encourages the adoption of eco-friendly materials and energy-efficient construction methods, contributing to the nation’s broader goals of sustainable development. “The inclusion of SASO ultimately enhances the regulatory framework, balancing innovation, safety, and sustainability in Saudi Arabia's evolving construction landscape,” concludes Aaron.
