THE IMPORTANCE OF QUALITY FRONT END LOADING FOR SUCCESSFUL MEGA PROJECT - LEBSOLUTION FEED HAZID PPB PROJECT

Front End Engineering Design (FEED) is one of the most of important elements of “Front End Loading” in the lifecycle of mega project in Oil & Gas / Petrochemical industries.

A well thought Front End Loading (FEL) will primarily define the quality of the overall project delivery as it minimizes the need to make many design changes at the later stage which normally will cost more. Most importantly, the high-quality Front-End Loading will enable the company to select and define a design which is “Inherently Safer” thus minimizing potential major accident from its existence.

Therefore, one of important deliverable in a good quality FEED is the early-stage Process Hazard Analysis (PHA) such as HAZID Study, to ensure that the new installation does not pose “unacceptable risk” to all stakeholders, within and outside surrounding of the company premises.

Detail design made in EPC stage will take FEED result as the baseline of the physical design and cost estimation of the EPC. Thus, there is a tendency to avoid changes from FEED as it may impact schedule and cost of the EPC execution. If “design defect” is detected in EPC stage (rather than in FEED stage) significant changes may be required affecting schedule and cost and may lead to difficulties in applying “Inherently Safer Design” principles which means making the plant less safe. This is very well illustrated by the below image showing the effectiveness of incorporating Safety In Design to reduce the risk (both business and technical risk).

Having said the above, PT Polytama Propindo is paying serious attention to conduct a high-quality FEED Study for its Polypropylene Plant Balongan (PPB) Project. The project is to increase PP production by additional 300k TPA.

To ensure “Inherently Safer Plant” is achieved in the PPB Project, the project management has engaged LebSolution Indonesia to facilitate the conduct of FEED HAZID Study for the project. The FEED HAZID Study of the PPB Project, conducted on 9-11 October 2024, attended by relevant parties from Polytama (OWNER) and Tecnimont-Tripatra Consortium (CONTRACTOR) from both Tripatra Jakarta and Tecnimont Mumbai Office, and LebSolution Indonesia as independent HAZID study facilitator.
