If the product to be sieved is above the mesh and fines to be removed, it is always better to specify tolerance on higher side so that mesh opening might be bit higher but it ensures that no fine particles would go with product. Similarly if the product is under-size of the opening then tolerance should be given on lower side to that no oversize particle gets mixed with final product.
