Immigration

Immigration is a benefit to any country, it infuses our economy with new energy. But to those who don't like immigration; stop investing in walls and cages, and start investing in domestic schools and social services to properly prepare American workers for the future & current jobs we need... farmers & waiters, doctors & orderlies, teachers & janitors, mechanics & engineers, designers & artiest, mathematician & writers, And scientists of every field. What seems to be lost on current Americans are they, with the exception of Native Americans are ALL immigrants and/or the children of immigrants.

"Thus says the Lord of hosts: Render true judgments, show kindness and mercy to one another; do not oppress the widow, the orphan, the alien, or the poor; and do not devise evil in your hearts against one another."

Obviously 11-million undocumented could not be living in the United States for decades, if there was not a need for their services... but we cannot have open borders or absorb all the huddled masses, longing to be Americans. Always trying to do what is right and sustainable, we need to both reward their services and discourage future waves... and always help to protect Human Rights, and promote freedom and democracy around the world.

Currently, there are (4) ways to receive a Green Card and no one country can represent more than 7% of all applicants, extending the wait to 24year from some countries.

• Employment E1-E4: These are primarily STEM (Science, Technology, Engineering, & Mathematics), including Nurses & Multinational Executives, but can also be Temporary Agricultural and Hospitality workers. They are required to have a job with a company that is willing to sponsor them, prior to entering the United States. This is temporary, subject to the employment of the sponsoring employer. Which is arbitrarily caped for political reasons and not based on need. (140,000 a year can be accepted)
• Family: This allows US Citizens 21years or older making 125% over the poverty line can sponsor, only their immediate relatives (Spouse / Partner, Children under the age of 21, Parents, and their brothers or sisters). Those with Permanent Resident can sponsor (Spouse/Partner and their unmarried children). NO OTHER FAMILY is eligible. The average wait time is 6-years but can take 9-24 years for Mexico and the Philippines (our 2 largest recipients, followed closely by China and India) or 9-years from countries with lesser functioning governments to provide timely documentation.
• Diversity Lottery 1990: This allows citizens with at least a high school diploma, or years of work in a field that requires a 2-year degree or apprenticeship of countries who are "under-represented" (less than 10,000 a year) in our immigration system to enter a random lottery for the Opportunity to legally migrate to the US provided they pass the vetting process. (55,000 a year can be accepted)
• Humanitarian: This is a temporary status for those seeking Refugees from War, Disaster, or Asylum persecution or threat of harm based on (ethnicity, religion, member of a particular social group, political opinion, or national origin). (55,000 a year can be accepted).

I propose...

DOCUMENTED: Priorities should not be for Celebrities, Athletes, and the Rich, but for those who can make a difference, to fill those jobs we cannot fill, to dream tomorrow's dreams, and to make a better future for our nation. Make applying easier for needed skills and ramp up the workflow to process them.

• Extraordinary Ability (EB1A) If we want to have the best minds, then train Americans to be the best. Till then Companies should be allowed to bring in foreign workers for 4yr visas that exceed the existing domestic pool. Paying equal US wages. After 10yrs should be allowed full citizenship.
• Special Immigration Visas (SIV) We need to give immediate approval to civilians and their families for their help in war zones. If not move their immediate families to a US territory or allied while they serve the US Military as interpreters, translators, and fixers. It is of national security for us to keep our promises to more than 100,000 individuals and their families who risk so much to help protect Americans. To date, less than 1,000 have been processed. And in 2019 only 2 received visas. Because no one will help us in the future if we continue to fail to live up to our promises.

REFUGEES: It is the duty of every human being to provide aid to those in need, safety to those at threat, and understanding, compassion, and respect for all.

Due to the Pandemic (see Virus) I proposed building or having Military or Specially Outfitted Hotels that can serve as Quarantine facilities for thousands of inbound travelers during Border Closings during outbreaks. These can provide safe housing during surges of Asylum or Refugees year-round. Provide safe refugee camps here or abroad, or Anke bracelets for those who have.

UNDOCUMENTED To promote positive incentives

• Lifetime ban of citizenship to ALL Undocumented non-asylum seekers (to end line jumping)
• Have a database the returns a photo (passport, driver's license) when you enter your SSN or Driver's License into the website. So Employers can hire with confidence legal workers.
• No penalties for employers who can show they did not explore their undocumented workers or underpay them. With a $150,000usd fine for all future employment of undocumented workers.
• $150k fine for employers who exploit Undocumented Workers (end unfair practices: underpaying, sexual or financial extortion) Split Fine with the exploited worker (to turn in bad employers).
• GIVE Limited Permanent Alien Residence for Property & Business Owners or Valued Skill to promote model citizenry. This will allow them to stay here, but cannot vote, sponsor family immigration.
• Deport anyone with a previous criminal record, or who commit a crime in the united states. And deport only after they serve their sentence and only if they are no longer a threat to their native country (deter crime)
• GIVE everyone else 4yr Work Visa – if they hold a job or are currently in school.
• Deduct Future Slots from allotted limits, by the nation of those allowed to stay.
• ALL immigration should reflect the world population by each country (favoring desired skills, then lottery).

DEFERRED ACTION for CHILDHOOD ARRIVALS (DACA): The punishment of a child who has no choice to follow their family, is not justice. And as so, should not be punished. and allowed to stay as long as they are a student in good standing.

• Upon completion of school, they will have 90-days to leave.
• If they did not commit a crime and complete an education in a needed skill they can receive 4yr visa upon which they will receive Limited Permanent Alien Residence.

UNDOCUMENTED VETS The US gives citizenship to foreigners for military service and deports them for crimes. The US military is morally and financially responsible for these men and women... to provide them with services to keep them from illness (physical and/or mental) poverty, addiction and crime (see Defense).
