Immigration and beyond: a 21st century solution

I'll get to the point first, so you can figure out if this article is for you. The core issue, and the immigration bottle-neck, are two sides of the same coin. Fairness. To be fair, and legal you really need to consider each immigrant's case in detail. Yet to consider each case in detail is resource-intensive and time-consuming. The solution I propose is to crowd-source the problem of who is permitted, and who is not.

Before you jump ahead and tell me about "Wisdom of the crowd", I love the show but lots of the really tough problems are movie-magicked over. What I am proposing here is more akin to a double-blind clinical trial where the magic is already proven and well-understood.

First consider that each citizen can be called for jury duty. Jurors are given evidence and guidelines to make an informed decision. An immigration jury, given the task of making a decision, does not need the evidence to be associated with identified persons. The process can be double-blind. The juries in such cases can be remotely presented with the evidence and there is no requirement to restrict the number of jurors to 12. Actually, I would propose 1024 may be a more appropriate number.

Of course there are many questions and problems. For example: How do we know the jurors' decisions are as good as an immigration judge? Answer: juries would qualify by ruling on a number of immigration cases that have already been decided by different judges. We can then determine if the decisions are similar and if not adjust the juries accordingly. These kinds of problems are statistical problems that have well-known solutions.

The real problem is whether a process could be created such that it is agreed to by politicians. Unfortunately it is already clear that logic and mathematics are not the factors that generally drive political decisions even in the best of times.

I have a PhD in space science and I am deeply familiar with this issue. It took me 9 years to get my Green Card even though I had 8/10 of the attributes for the so called "Einstein Visa", when only 2/10 was actually required. Furthermore, I am familiar with big data and distributed systems and security. What I am looking for are people who would support and fund such an initiative. Obviously that would also go towards validating this whole concept that has implications beyond merely immigration.
