This program is the most logical program that IRCC has implemented in the last decade. IRCC is reducing accepting new immigrants under current Express Entry programs. Granting permanent residency status to those with no jobs or a place to live causes immigrants to spend all of their savings. Immigration Canada sees that it makes sense to admit those that have already established themselves in Canada.
