The International Centre for Parliamentary Studies (ICPS) has long been a trusted partner for public service organisations globally, supporting capacity building through industry-leading training programmes and, more recently, via a contemporary and unique library of e-learning courses.
This summer, ICPS supported the Turks & Caicos Islands Government in delivering a Leadership Transformation initiative designed to enhance the skills and knowledge of leaders across all levels of the public service.
Why Did the Turks & Caicos Islands Government Select ICPS to Support Their Leadership Transformation Programme?
With over 20 years of experience delivering in-person courses for public service organisations, ICPS has further enhanced its portfolio of training services with the development of a library of e-learning courses, establishing itself as a provider of impactful digital learning solutions. Working closely with the Turks & Caicos Islands Government, ICPS identified a suite of e-learning courses—including Effective Writing Skills, Leading for Success, Managing for Success, Communicating for Success, and Innovation & Change for Success—which specifically matched the requirements and development needs of senior civil servants across the islands.

This collaboration also saw ICPS’s Executive Vice President, Tracy Capaldi-Drewett, invited to attend the Turks & Caicos Islands Government Leadership Forum on June 3rd, 2024, where he presented certificates to the first group of graduates and joined a panel on “The Secrets of Success” alongside distinguished leaders, including Premier C. Washington Misick.
Why Was This E-Learning Program Such a Success?
The success of the e-learning initiative for the Turks & Caicos Islands Government Leadership Transformation programme was not only due to the quality of the e-learning content but also the partnership between the organisations, which drove high engagement and completion rates through a sustained engagement campaign and internal marketing.
One of the most crucial factors driving high engagement and completion rates was the sustained internal marketing.
Sherrill and her team orchestrated a robust internal campaign to promote the programme, utilising webinars, introductory videos, and ongoing communication to maintain momentum. ICPS worked closely with Sherrill to supply essential resources, ensuring the content remained relevant and engaging. The collaboration created a strong sense of purpose and community among learners, resulting in completion rates well above industry averages.

What Happens Next, and Is ICPS E-Learning Part of the Solution?
Based on the programme’s success, the Turks & Caicos Islands Government is now expanding its capacity-building efforts by developing structured learning pathways that include ICPS’s e-learning offerings.
The next phase of capability development across the civil service includes the new e-learning Effective Writing Skills course, specifically designed for junior staff, and a further suite of policy development courses - including Strategic Policy Planning, Policy Futures Thinking, Policy Implementation & Evaluation and? Policy Behavioural Insights & Developing a Strategy, for those progressing from the Senior Management Toolkit.
