Ian's surge can be stopped

I've been trying to raise enough money to test my theory that gas can stop dangerous waves at the Oregon State wave tank. Hurricane Ian gives me a rare opportunity to see if my theory works. Since I was planning to spend at least $4000 on one day's use of the OSU tank, I'd be willing to send $1000 to anyone (1st respondent only) who drops a tank with 40 liters of liquid nitrogen, or 40 kg of any gas, to be released at 30 meters of depth into Ian's incoming storm surge. I believe such a release will be like pulling the plug on a soon to overflow bathtub. You can check out the result of 1 gram of gas being present at any moment of a 25 liter (displacement) per second wave at the Science Museum of Minnesota.
