I do this for my classes and groups. I also keep the participant list open so I can see who is not on mute and just put them on mute if there isn't reason for them not to be. I tell groups at the start that I may put them on mute and not to take it personally, it's just increases everyone's experience and is my way of managing the Zoom for the optimal experience of all. So far, so good. I also think it's helpful to mention upfront that mute is the default if you're not speaking or in conversation.
