Hm! At 7:45 am Saturday, 9/16/2023... it was cloudy here in Southold, New York. About 11 am Saturday, 9/16/2023 I got reminded of the JOHNNY NASH musical number “I Can See Clearly Now” which Liza Minnelli sang LIVE January 1974 at the Broadway Winter Garden Theatre. You see folks, like according to the website weatherforecastsouthold it did feel like 68 degrees –{ & }- yet supposedly there are sunny skies write now plus there is a rumored high of 74 degrees. HURRICANE LEE is referred to as a Cape Verde hurricane -{ & }- prior to the early 1940s, the term Cape Verde hurricane referred to August and early September storms that formed to the east of the surface plotting charts in use at the time. Cape Verde hurricanes typically develop from tropical waves which form in the African "savanna" during a "wet season," then move into the African "steppes." The disturbances move off the western coast of AFRICA -{&}- become "tropical cyclones" soon after moving off the coast, "within 10 to 15 degrees latitude, or 1,100 kilometres (680?mi) to 1,600 kilometres (990?mi), of the Cape Verde Islands; this comprises the tropical latitudes east of the 40th meridian west. In the years since the phrase's coining, increasing detection has allowed meteorologists to determine that since the start of the satellite era, Cape Verde hurricanes have formed as early as July 3 (Hurricane Bertha of 2008) -{ & }- as late as October 10 (Hurricane Joan-Miriam of 1988).Twenty nations took part in the GATE research project in 1974, where Douglas DC-6 aircraft examined tropical waves which spawned Cape Verde hurricanes. [In 2006, there was a two-month research project known as NAMMA-06 (short for NASA African Monsoon Multidisciplinary Activities) which flew Douglas DC-8s into seedling disturbances in the eastern Atlantic which had the potential to become Cape Verde hurricanes. A Cape Verde hurricane or Cabo Verde hurricane is an Atlantic hurricane that originates at low-latitude in the deep tropics from a tropical wave that has passed over or near the Cape Verde islands after exiting the coast of West Africa. The average Atlantic hurricane season has about two Cape Verde hurricanes, which are often the largest and most intense storms of the season due to having plenty of warm open ocean over which to develop before encountering land or other factors prompting weakening. A good portion of Cape Verde storms are large, and some, such as hurricanes Allen, Ivan, Dean, -{ & }- Irma have set various records. Most of the longest-lived tropical cyclones in the Atlantic basin are Cape Verde hurricanes. Preparations and impact
Caribbean
On September 7 {2023}, the United States federal government deployed food, water, and rapid response teams to Puerto Rico and the United States Virgin Islands PLUS a high surf warning was also issued for both territories.
A tropical cyclone alert was in effect for the Leeward Islands and the British Virgin Islands on September?7–8 {2023}. Additionally, a {five}?day high surf warning was issued for the British Virgin Islands on September?8, (2023).
Bermuda
Bermuda received tropical storm watches on September 12, {2023} -{ & }- they were upgraded to warnings. Bermuda suffered tropical storm conditions. The House of Assembly cancelled their September 15 {2023} meeting and moved the meeting date to September 22, {2023}. L.F. WADE INTERNATIONAL AIRPORT reported peak winds of 51 {miles-per-hour} (82?km/h) and was closed until September 16 {2023}. Up to 11,342 power outages occurred as a result of the storm and the Devonshire PLUS St. George's bus depots had significant power failures, causing them to be closed until September 16 {2023}. The Royal Naval Dockyard suffered damage, causing ferry delays between the Dockyard and St. George's.
United States
A Hurricane Watch and a Tropical Storm Watch were issued for the New England coastline from Rhode Island to Maine, and including Block Island, Martha's Vineyard and Nantucket, on September?13 {2023}. A Storm Surge Watch was also issued for Cape Cod Bay and Nantucket.
Massachusetts
Boats on Nantucket were pulled from the water or were sheltered in protected harbors. All Hy-Line Cruises service was {cancelled} between Martha's Vineyard and Hyannis, and from Martha's Vineyard to Nantucket. The Steamship Authority waived change and cancellation fees for ferries between September 15 and 17 {2023}. On September 14 {2023}, Boston Mayor Michelle Wu announced the opening of an emergency operations center. Preparations to place sand bags and flood walls if necessary were also made. The Boston Police and Fire Departments were put on standby. On September 15 {2023}, Massachusetts Governor Maura Healey announced a state of emergency in response to the cyclone. {Governor} Healey also announced that 50 members of the Massachusetts National Guard capable of operating high-water vehicles were being activated in anticipation of any potential rescues.
Rhode Island
The Rhode Island Department of Transportation {dealt w/} storm drains {&} cut down {at-risk-trees} to mitigate flood and wind risk. Rhode Island Lieutenant Governor Sabina Matos reminded municipalities to update their hazard mitigation plans during a press conference with Governor Dan McKee -{ & }- other state officials. {Governor} McKee also announced that The Independent Man statue atop the Rhode Island State House in Providence was being taken down for repairs due to damage to the dome of the statue before any potential impacts by {Hurricane} Lee could put it at risk.
New Hampshire
New Hampshire Governor Chris Sununu announced that utility crews were being staged across the state to quickly respond to power outages and warned residents to not be complacent. A wind advisory was put into effect for New Hampshire's White Mountains, where wind would be stronger due to elevation.
Maine
Maine Governor Janet Mills declared a state of emergency and requested President Joe Biden to issue an emergency disaster declaration for the state, and he did so. The state of emergency declaration also triggered Portland's minimum wage to be raised 1.5 times from $14 per hour to $21 per hour. Utility workers from as far as Tennessee were brought into the state to help quickly restore power in case of outages and boat owners were advised to secure their boats by the Maine Harbor Master's Association. The White Mountains in Maine were also put under wind advisory.

Canada
Environment Canada issued hurricane watches for parts of Charlotte County, particularly its coast -{ & }- Grand Manan Island in New Brunswick, as well as Nova Scotia's Digby, Yarmouth, Shenburne, -{ & }- Queens counties. Further tropical storm watches were issued for southeastern New Brunswick as well as several parts of Nova Scotia. On September 15 {2023}, Prime Minister Justin Trudeau announced that he had convened the Incident Response Group to discuss potential impacts from the cyclone and warned Canadians to take precautions and listen to their local officials.
New Brunswick
Cancellations were made for cruise ships scheduled to stop at the Port of Saint John. On September 15 {2023}, New Brunswick Emergency Measures Organization director Kyle Leavitt was joined by Premier Blaine Higgs -{ & }- other officials in a press conference. {Kyle} Leavitt warned of hazardous driving conditions and urged residents to stay home, as well as advising them to complete any preparations by Friday. {New Brunswick} Power vice-president Nicole Poirier also announced that crews were put into position to respond to potential power outages.
Nova Scotia
On September 15 {2023}, a press conference was held with several provincial officials. Bob Robichaud, a senior meteorologist at Environment Canada warned that preparations should be completed by Friday evening at the very latest. A senior director for energy delivery for Nova Scotia Power, Matt Drover, announced that utility crews were being mobilized throughout the province. Bay Ferries also cancelled sailings of the MV Fundy Rose between September 16 and 17 {2023},
Prince Edward Island
Northumberland Ferries Limited cancelled ferry crossings between Nova Scotia and Prince Edward Island. Maritime Electric stationed utility crews throughout the province to respond to any potential power outages.

Former Hurricane Lee made landfall Saturday afternoon as a post-tropical cyclone in western Nova Scotia.
Lee's maximum sustained winds were 70 mph at the 4 pm special advisory from the National Hurricane Center (NHC).
LEE was expected to impact the weather for the college football game between No. 3 Florida State and Boston College.
Elsewhere in the Atlantic, Tropical Storm Margot has weakened and is expected to continue to do so. Meanwhile, a tropical depression is expected to form into Tropical Storm Nigel this weekend.
And the NHC is monitoring another tropical wave off the coast of Africa.

Lee may be far away near New England, but its impacts ARE still being felt off the shore in Florida.
The National Hurricane Center warned swells from Lee were affecting the waters on the U.S. East Coast and islands in the Caribbean. Life-threatening surf conditions and rip current were also possible.
Lee impacts: What to expect and when
Wind: Hurricane conditions are possible in the hurricane watch areas in Atlantic Canada later today. Tropical storm conditions are occurring along the coasts of Maine and Nova Scotia and will spread northward within the tropical storm warning area today and tonight. ~ The strong winds led to downed trees and power outages. Tropical storm-force gusts were likely to continue on Cape Cod for a couple more hours.
Storm surge: Water levels remained elevated along the New England coast and began to subside after a next high tide cycle. For information specific to your area, please see products issuezj3nl9r5 by your local National Weather Service forecast office. ~ A dangerous storm surge produced coastal flooding within the wind warning areas in Atlantic Canada in areas of onshore winds. Near the coast, the surge was accompanied by large and destructive waves.
Surf: Swells generated by Lee are affecting the U.S. Virgin Islands, Puerto Rico, Hispaniola, the Turks and Caicos Islands, the Bahamas, Bermuda, the east coast of the United States and Atlantic Canada. These swells are likely to cause life-threatening surf and rip current conditions. Please consult products from your local weather office.
Rainfall: Through tonight, Lee is expected to produce rainfall amount of 1 to 4 inches over far eastern Massachusetts, eastern Maine, western Nova Scotia and New Brunswick. This could produce localized urban and small stream flooding.
Lee: Forecast path and how strong is it?
Special note on the NHC cone:?The forecast track shows the most likely path of the center of the storm. It does not illustrate the full width of the storm or its impacts, and the center of the storm is likely to travel outside the cone up to 33% of the time.
As of 5 p.m., Post-Tropical Cyclone Lee was located near latitude 44.5 North, longitude 66.1 West. The post-tropical cyclone is moving north near 16 mph. A faster northeast motion is expected during the next day or so, taking the system across the Canadian Maritimes.
Maximum sustained winds were near 70 mph with higher gusts. Steady weakening was forecast during the next couple of days.
Tropical storm-force winds extend outward up to 320 miles. An observation in Bangor, Maine, recently reported a wind gust of 52 mph. An observing site in Halifax, Canada, reported a sustained winds of 52 mph and a gust of 60 mph. An observation in Vinal Haven, Maine, reported a sustained wind of 44 mph.
