The article is coauthored with two other members of the ERC-funded Project "Bombs, Banks and Sanctions" It identifies a gap in the global sanctions regimes that has increasingly targeted the financial sector, and it argues in favor of a multilateral approach to humanitarian licensing, especially if supported by carefully designed FinTech solutions.
