The start of summer is always a busy time in Western New York, as we all try to balance our work duties while taking advantage of the great weather. At WNYJOBS.com, we try to help by providing you with this monthly update on what is happening in the Human Resources world.

  • There has been lots of news on the online board front. The two national giants of the late 1990s and early 2000s, Monster and Career Builder have announced that they will join together to form a joint venture. Career Builder will have a controlling interest and is seen as an attempt for both companies to try to regain the status that they both used to enjoy. In related news, Indeed announced that its traffic has dropped nearly 10% in the U.S. over the first five months of 2024.? During the same period WNYJOBS.com’s traffic increased 18%.
  • HR Professionals with exempt employees outside of NY State have been following the new salary threshold numbers with key dates of July 1st and January 1st. While a Texas U.S. District Court blocked the new rule for state government employees in Texas, it failed to extend its decision further to non- Texas state employees. The new federal exempt salary threshold is the equivalent of $43,888 annually with a proposed increase to $58,656 on January 1st. At this time, there has been no change to the duties test. As a reminder, New York state is currently at $58,458.40 for an exempt salary threshold.
  • The Internal Revenue Service has been busy lately with announcements. The agency revealed that the Patient-Centered Outcomes Research Institute (PCORI) fee for plan years that fall between October 1, 2023, and October 1, 2024, will increase. The fee will increase 22 cents to $3.22 multiplied by the average number of lives covered under the plan. If you are self-insured, the employer must directly pay the PCORI fee.
  • The IRS has announced its 2025 health savings account contribution limits. The increase will be 3.6% for individuals and 3% for families. The limits will be $4,300 for an individual and $8,550 for a family. This increase is much lower than the 7+% increase last year and is a result of the modest reduction in inflation.
  • Besides the IRS, the U.S. Supreme Court has also been busy with some recent employment related decisions:
  • A reminder that on June 19th,, New York State law requires all private and public employees to provide 30 minutes of paid break time for the expression of breast milk. This is for when the employee has a reasonable need to express milk. The number of paid breaks for this purpose will be unique to each employee, and the employer must accommodate for up to three years following childbirth. Employers still must provide a room for employees to express upon the submission of a written request.
  • The New York State legislature concluded their session on June 6th with the passage of the 2025 budget. Included in the budget is the sunsetting of the Covid-19 paid sick leave program, of which New York was the last state to have such a plan. Paid Covid-19 sick leave will cease to be a state requirement on July 31, 2025.
