Groundbreaking: Re-Entry Vehicle Integration Laboratory

U.S. Army Maj. Jerard Paden, left, deputy district commander, U.S. Army Corps of Engineers, South Pacific Division, Albuquerque District, shakes hands with U.S. Space Force Col. Jeremy Raley, director of the Space Vehicles Directorate, Air Force Research Laboratory, or AFRL, during a groundbreaking ceremony July 29, 2024, at Kirtland Air Force Base, N.M.

AFRL recently hosted a groundbreaking ceremony to mark the commencement of construction for the Re-Entry Vehicle Integration Laboratory (REVIL). REVIL will serve AFRL’s Nuclear Mission branch and provide a state-of-the-art lab space for integrating test units for next-generation re-entry vehicle research and technology here.

Military personnel, civic leaders and industry partners attended the ceremony, including Col. Jeremy Raley, director of AFRL’s Space Vehicles Directorate, who emphasized the strategic importance of REVIL in maintaining the United States' nuclear deterrence capabilities.

“Our nation has historically relied on our ability to maintain credible deterrence, and REVIL is a key part of that as we move forward,” Raley said. "We have the nation’s brightest innovators and visionaries working at AFRL. This facility will give them the infrastructure they deserve and will allow them to collaborate with scientists and engineers that intimately understand the space vehicles mission, communicate that mission to industry and move it forward.”

The lab will enable safe and secure assembly and disassembly operations of experimental re-entry vehicles and components. REVIL will be a 5,265 square-foot facility, contracted to cost $8.7 million and slated for completion within 14 months. The project management team includes the U.S. Army Corps of Engineers with design provided by Burns & McDonnell, and construction by Perikin Enterprises LLC.

The facility is the first of four planned modern laboratories in support of the Department of the Air Force's goal of establishing a robust nuclear science and technology system integration capability. It will also develop internal expertise for assessing novel re-entry technology and designs, providing a critical foundation for nuclear skills development.

Celebrating our people and partnerships

Shanel Fultz, deputy director of the Air Force Research Laboratory's, or (AFRL's) Small Business Office, discusses her heritage as part of the Hispanic Heritage Month from September 15 to October 15.

From September 15 to October 15, the U.S. Department of Defense (DoD) celebrates National Hispanic Heritage Month, honoring inspirational Americans who trace their origin or descent to Mexico, Puerto Rico, Cuba, Central and South America, and other Spanish cultures.

Shanel Fultz, deputy director of the AFRL’s Small Business Office focuses on representing AFRL by creating and improving relationships with external businesses, academia, non-profits and other potential partners.

When asked the question, what does Hispanic Heritage month mean to her Fultz shared, “Hispanic Heritage Month speaks to me as a Mexican American and is very powerful. It allows us as Hispanic people to share our cultures, stories, and contributions to this country.

Fultz states that the AFRL mission is important because “we are an organization that thrives on research and development, and those technologies and innovations go directly to supporting the warfighter, working to serve our country, and deterring our advisories.”

At the recent Small Business Summit in Dayton Ohio, Fultz shared how AFRL can help guide businesses through the acquisition process of partnering with the Department of Defense and provide alternative recommendations if AFRL isn’t the best fit.
