Unfortunately most people say that they value their HR but do not walk the talk. HR in most organizations is still seen as a cost center and people as resources to be exploited. I guess there is no perfect answer - in a complex and dynamic world organizations are fighting to stay competitive and alive and that competitiveness comes from best utilizing of HR!
