HR policies in Romania. Or the lack of them!

Yesterday, I went to a private clinic to resolve a medical issue.
I communicated very well with the doctor. She seemed nice and well-prepared. But then I noticed that the nurse was very unhappy. I started a conversation with her and found out that she had to deal with sexual harassment and abuse from one of the doctors. She reported the case to the clinic manager, but nothing happened. She is now just surviving there until she finds a new job.
She also told me something very funny. She said, "You are very lucky because your procedure will be done by this doctor. The other doctor (the abuser) has all sorts of issues with his patients. Most of them collapse or bleed." Wow, lucky me! ?? ??
When I first decided to specialize in HR, my main reason was to implement policies and ensure that everyone enjoyed their work environment.
As an HR Manager, I had to deal with many difficult situations, like disrespectful employees or theft, but I always solved things quickly.
Unfortunately, many companies in Romania don't have an HR Manager, and their tolerance for abuse is way too high.
Maybe in the future, companies will hire an Interim HR Manager to audit their operations, implement policies, and assess the performance and well-being of their employees. I would happily provide this service.
