What is the 21st Century Customs Framework?

The 21st Century Customs Framework (21CCF) is a strategic initiative of the U.S. Customs and Border Protection (CBP) to modernize and streamline the customs and trade environment in the United States. The framework was introduced by CBP in 2018 and is aimed at improving efficiency and security in the movement of goods across U.S. borders.

The 21CCF includes a series of initiatives and programs that focus on leveraging technology and data to enhance the effectiveness of CBP operations. These initiatives include improving cargo processing, enhancing risk management capabilities, and developing new partnerships with stakeholders in the community. Through the 21CCF Task Force, CBP invites industry participation and feedback for the final refinements of the statutory framework.

What is the purpose of 21st Century Customs Framework?

The 21st Century Customs Framework aims to enhance trade facilitation by simplifying and modernizing the regulatory environment for importers and exporters, while maintaining robust security measures. This includes developing new processes for compliance, information sharing, and supply chain security.

The 21CCF seeks to achieve these outcomes by pursuing the following goals:

  • ????????Drive data-centric decision-making
  • ????????Identify and allocate risk to appropriate parties

Changes in the 21CCF will improve the visibility of supply chain streams and apply new technology including machine learning and data collection from non-traditional players. These are intended to enhance the CBP’s ability to reimagine and transform US trade while ensuring ever-greater levels of import compliance.

The Solution: Verifiable Credentials (VCs)

Transmute is part of the Department of Homeland Security Silicon Valley Innovation Program, addressing the same traceability and digitization challenges as the 21CCF. Transmute Verifiable Data Platform (VDP) allows companies to trace a product from raw materials to customer, using digital verifiable credentials to authenticate trade documentation and provide greater visibility throughout the supply chain.Transmute VDP uses open standard technology, which enables interoperability with other ecosystems and eliminates vendor lock-in. Open technology standards are becoming the mandatory standard for regulators for these reasons, and Transmute is actively leading as authors and editors for these global standards, set by the World Wide Web Consortium (W3C).

Requiring verifiable credentials (VCs) in the importation process allows regulators to get better data earlier which means goods move faster across borders. VCs are cryptographically secure, and working together with decentralized identifiers (DIDs), provide everything the 21CCF seeks: tamper-proof trade data that is instantly traceable and provides accurate business insight into a supply chain.

With the 21st Century Customs Framework and other regulatory changes like the USMCA, Trade Mod Act 2.0 and IFSA, Transmute aims to fortify global supply chains with digital authenticity and traceability, raising the standard for cross-border trade.
