Government has been planning and implementing a number of schemes for skilling people. Skill Development target is too challenging to achieve in simple way.
There are a number of initiatives has been taken by government such as DDUGKY, NULM, PMKVY, Non-PMKVY, STT, CSR Up-skilling, State Components Schemes and many more schemes.
The Skill Development is working for multi-skilling developments across the nation. There are state missions also working on the same principles. Now Government is more focused on NSDC and SSCs to skill and develop the manpower. The manpower must be capable to work in Industries.
Population of our nation is so much that it is very challenging to cater the skilled manpower to Industries. Many industries are shut down due to lack of manpower and also lack of entrepreneurial skills among the management of industries. Therefore it affects the whole economy of our nation.
Government must focus on entrepreneurial skill to the people who have good acumen for business. One important point is that only loan payment to the people does not solve the problems, because if business does not work, payment recovery might be risky for bank and government. Therefore, government must get a tiny and small business reports from the entrepreneurs who are willing to establish their own business. prior disbursal of loan, government should facilitate them training on entrepreneurial skills then only give them Mudra loan or any kind of loan.
We appreciate the current government for giving good opportunities to Startups and really some startups have very excellent business performance. Here, Startup ups have many challenges to have highly skilled manpower, here government must give some privileges to startups for hiring skilled and semi-skilled manpower. It leads to increase in employment hiring rate in tiny and small scale industries. Privilege may be one year intern amount to 3-5 semi-skilled work in tiny and small industries.
Government must encourage to Industries to establish their their small training centers collaboration mode with small centers, industry standard product assembly training centers to the populated areas of villages, towns and cities. For Example, Hindware can establish a products learning and installation training center in which trainee comes to become skilled plumber for 200 hrs and ready to work for the industries, domestic and corporates. Corporate CSR funds must be utilized for development of these simulated training centers. These skill center can be a service centers, enquiry centers, demo centers and sale outlets also. 5 plumbers can represent these centers and they will be expert to train others and also earn through their expert services. if there are 1000 center then 5000 plumbers at a time will be engaged in all centers and they might be capable to trained 10,00,000 plumbers annual. This is for one industries, if i count other industries then I may think big.
Government and Industries must invest time, efforts and fiunds in skill development by involving small training centers. Why Involve the small training centers? Small Training centers understand the demography for mobiliation, skill development and placements. Placement is not a simple thing sometimes, highly skilled people never want to leave its home town, they want work in their own area. Therefore, training centers can also take part a major role in outsourcing of industrial jobs of various industries. Suppose a handicarft company has business and market in Mumbai but it is facing a number of problems issues related to manpower in Mumbai, the it can outsource it work to Assam where bamboo and other handicraft skilled manpwer can solve their issues.
Training parterns without involving industries may not give fruitful results, therefore they must be attached with the relevent industries, first empanelment with government (NSDC/DGT/State missions) and second empanellment with Industries. Government must automatic affiliation all industries with Skill India and revise their objective that" "What you can do for skill India"? should be asked by each industry.
Major Challenges in Skill India is that candidates are trained and skilled but they are ready to move from their town. Suppose one trainee skilled in Tailoring in Raibarelly, but the scope of this work is very low in this area, therefore trainee is encouraged to place to Lucknow, but he was not ready to move for any kindly of job to
outside Raibarelly, what govt should do? What industries should do? What training partner should do? people are trained but they are not employed in such trade. That's why they unemployed. There are a lot of analyzed to be done while making training batch.
Skill Development must train the manpower for catering the needs of corporate, Industries and society. But they must be taught quality principles of service, processes and products to satisfy the customers. "Customer is the King"
