How to restart the economy in a safe and controlled way? Track&Trace app's will not work. The Covid19 Passport will.


(i) The digital instuments needed to get people back to work is not by providing a Track & Trace app. It does by providing a Covid19 Status Passport. This Passort will. however, make T&T effective in some cases though, as a secondary tool.

Almost everyone is biased to T&T, but the essential tool that will make people to to back to work is the electronic Covid19 Status Passport.

Restarting the Economy? One KEY Element is Missing: Your Diagnostic Passport

Track &Tracing is a dead end without the Passport

This paper outlines the power of the Covid-19 Passport and the limited value of Tracking and Tracing, describing it’s subordinated role if at all as one component to be added to the Covid-19 Passport before TRACKING & TRACING will be effective. The Covid19 Passport enables the economy to restart safely in a controlled way.

All public communication revolves around implementing tracking and tracing scenario’s (Tracking & Tracing). This may seem obvious, but depends on many assumptions: 1. massive availability of test material; 2. massive adoption by the public of at least 60% 3. labelling a person’s unsure status 4. complying with the privacy law (AVG). (The voluntary uptake in Singapore for their T&T app is 16% and therefore alone is not effective at all)

This paper highlights an approach to first prioritize, than optionally combine tracking and tracing with a Covid-19 Passport:  first start with testing a person’s status for Covid-19 virus particles and antibodies. The Covid-19 Passport of itself is a powerful tool to allow people to get back to work now. If and when Track & Tracing would become available in a later stage, it would create some added value to the Covid-19 Passport.

1.      Primary objective: to get people back to their workplace. Safely. How?

It is dangerous to re-open certain segments of the economy without knowing someone’s status as being vulnerable, contagious or immune. Opening a certain segment will include major risks of restarting the epidemic in full force and overwhelming the health institutions. The Covid-19 Passport allows for a safe and controlled way of restarting the economy as the status of the worker is known.

2.      What is the difference between the Covid-19 Passport and Tracking & Tracing?

 The Covid-19 Passport does not have the technical and AVG limitations and issues Track&Tracing apps have. More important is Tracking & Tracing will only show results on possible contagion. A person might be traced for weeks or months, and once tested turns out to be a source of infections. So: only AFTER the fact of being tested he can be seen as source of contaminating others. It will be (too) late when one traces a person not knowing his or her infection status. Virologists, immunologists know this danger. The issue is to , BEFORE THE FACT of discovery of being a danger to infect others, first introduce the Covid-19 Passport to determine a person’s status first. Thereafter to then PERMIT a person to interact with others yes or no, and allow someone to go back to work, namely when the individual does not cause any harm to others.

The primary aim of the Covid-19 Passport is to stop the spread of the virus, AND to allow someone to get back to work and participate in the restart of the economy. Someone with a Green Covid-19 Passport status, showing this person will not cause any danger to infect others in their working environments, can return to his or her office, physiotherapy-practice, dentist practice, hairdressers location, etc..

 What to do?

The sequence to implementing electronic devices instruments (“apps”) to contain the spread and get the economy to restart and PREVENT a second wave is: (i) determine an individual’s status, (ii) provide a passport for being allowed to get back to work, or not if there’s any doubts. Then offer Tracking & Tracing if at all.

 (i)                 A person wants to go back to work, using his Covid-19 Passport on an his device. He’ll receive a message to get tested at a certain (nearest-by location), date, time.

(ii)               He or she undergoes a test at an authorized testlocation (GP for instance).

(iii)              The outcome of the test results can be negative or positive on virus particles and antibodies. The result is translated in either a “Green” or “Red” status at the individuals Covid-19 Passport.

(iv)             A Green Covid-19 status will allow a person to return to his or her job. Such a person has not been infected, or has had the infection but build sufficient anti-bodies.

(v)               A Red Covid-19 Passport status will mean to see a doctor, or stay at home. No permission to return to workspace.

(vi)             The person’s Covid-19 Passport will be updated, timestamped

(vii)            The test laboratory enters the results in a central government database – not containing any personal information.

(viii)          Optionally, Tracking & Tracing can be added to the Covid-19 Passport, on voluntary basis.

(ix)             The person will get a message to undergo repetitive testing at certain time intervals to check whether his status is stable or not. This process will also provide insight on recurring cases, as well as a general insight to check upon the spread by authorized parties to access the database.

3.      The current situation

3.1 Hardly 3 to 5 % of the population has been exposed to the Covid-19 virus. This makes tracking and tracing a superfluous exercise once the status of a person is not known. And may put people’s live in danger before having been detected as being “positive”.

 A random person’s status is not clarified. The best possible contribution would be to warn if he has been in contact with a Covid-19 virus positive person, slowing the spread of the virus.

 3.2  A better alternative

Better to start the other way around: test a person first, create his Covid-19 Passport provided to him digitally, than trace this person depending on his or her status. This can be done by providing a person a digital passport that proves his or her status. Not causing risks to get back to work, or not being allowed to get back to work, once tests show this person might be contagious.

Another way to effectively use Tracking & Tracing, if testing positive for Covid-19 virus particles or antibodies, is to trace his or her recent history to find out his whereabouts. Additionally, if tested negative and shown by T&T not be have been in contact with a contagious person he may receive a Green Covid-19 Passport thus enhancing the width of the Covid-19 Passport.

If you test a person, and once his status allows a person to re-enter his job - which is the essence of the use of the Covid-19 Passport – this person can enter his workplace to help the economy restart safely, in a controlled way, causing no harm to others. That objective is paramount.

 4.      What is lacking?

 The one thing to make Tracking & Tracing effective is to provide a person with a certificate, a digital passport,  that will allow this person to go back to work, without any contagious risk to others, clearing him or her to re-enter his or her workplace. Tracking & Tracing alone cannot enable this.

 5.      What to do to get people back to work, restart the economy as fast as possible?

 Introduce a digital passport that will represent the test results and clears the individual not to cause any risk to others when re-entering the job.

 The Passport is compliant to all privacy laws, and the stored data in a central government database contains no personal data at all.

 So: This passport will allow a safe, controlled re-entry to the work environment, whether it concerns a physiotherapist, hairdresser, office colleague, or manufactory co-workers: free of being the source to spread the virus to others. Both to the satisfaction of someone who wants to get back to work himself, his or her employer and the customer being served. The customer can check the status of the one offering a service by receiving a time limited and unique link to his Passport by the one offering the service.

 In the initial phases the re-entry might be limited, namely depending of the government’s capabilities to provide sufficient tests, but these limitations will be vanishing quickly since governments are increasing testing in a fast pace, possibly with additional locations such as healthcare practitioners as GPs.

 6.      Repetitive tests needed to reconfirm status

Repetitive tests will be necessary to assess the status of an individual.in order to maintain his or hers capacity to continue its job and cause no danger to others.

Tests will become more accurate over time, and more decisive on longer term contagious free/not free status. The Covid-19 Passport is equipped to include the evolution towards new testing methods.

E.g. On a Green Passport status where people have been exposed to the Covid-19 virus, and have recovered, but: might have not developed enough anti-bodies to guarantee full immunity against recurrence in the future after some time. Repetitive testing, with improved test methods,  will be necessary. All testing will be updated in the passport, following a person’s history.

7.      Value to estimate spread, predict possible second wave

Authorized parties may inspect anonymized data to monitor the spread of the virus, discover percentages of re-occurrence of people diagnosed being cured from infections but may have not produced sufficient anti-bodies to stay immune.

8.      What is this passport?

 -         The Diagnostic Passport is provided by ViroSure BV i.o. . It is a webportal, accessible by cellphone, tablet, laptop. Co-developed with www.triall.com

-         The Passport is fully compliant with GDPR and Privacy Laws.

-         The Passport is now endorsed by an American Consortium (Covid-19 Defence), consisting of renowned institutions and organizations in the Health Care segment – specialized in infectious diseases.
