- Carefully tie each shrub, then using several wooden stakes or snow fence, build a simple frame to surround the perimeter of the plants, fastening the burlap with a staple gun. This structure minimizes direct plant contact and prevents the frozen wrapping from rubbing and damaging the tender outermost foliage.
