You can create a website in a less than a minute

Create a new text document. Paste the following code:

<html>

<head></head>

<body>Hello World</body>

</html>

Save it with .html extension and publish.

The difference being, complexity, creativity, functionality and Technologies stack. You cannot define a fixed time to create a website. However, there are many more factors. Are you building one alone? If you are, firstly you need to learn HTML/CSS/JS, frameworks, bundlers, etc. At that time, it would take much more time.
