HR departments talk about the war for talent ... competition between employers for the best candidates.
But that's not the war for talent you care about. You care about competition between candidates for the best jobs.
Unfortunately, it's rare that the most talented candidate wins the job - it's the candidate who is best at job search. Employers almost always choose new hires who either already had a relationship with the hiring manager, or they did more than others in their job search.
So if you want to win the war for talent between job seekers, you've got to do more than your competitors.

Most job seekers try to do more by sending more resumes or by networking with their contacts. Why would an employer care how many resumes you sent to employers? Sending many applications can make you look desperate, rather than really wanting to work for that specific employer.
And there are two problems you have in networking with your contacts: You're too late (unless you already have a relationship with the hiring manager). Plus, employers have policies/processes to recapture networking resumes back into the Applicant Tracking System you've tried to avoid.
