How to "fix" Congress

Women. More women, more women in leadership positions, more women of colors in leadership positions. A woman president. Women in positions of leadership around the world. Male dominance makes sense in times of plenty and egos who want more and more. Women, more than men, have a natural bent towards conserving and protecting, rather than hunting and exploring. Congress is 28% women the Senate is 24%. Women make up just over 50% of the U.S. population. Are we brave enough to admit that this is "taxation without representation" of a repressed class of people and write legislation that demands equal representation? Legally phase men out?
We humanity have the technology to generously house and feed every person presently on the planet and that necessary to colonize near space; the moon and Mars. The main reason this reality has not already been in uses is that We are making species survival decisions based on economic factors. We justify this avarice by declaring the progress was worth the destruction. We enshrine the governance structure based on the argument that it wouldn't be around this long if it didn't work. A self serving argument if I ever heard one
Climate change is real and, I feel, we are past the point of no return, we should focus on adaptation as much as amelioration if not more. The Constitution gave Congress " the power of the purse " the American check book. So men stole the purse then rigged the system so that women could have only a quarter the decision making powers of the checkbook. That is where we find ourselves now. America is still the most amazing place on earth and She needs us to conserve resources and clean up our act, sound like what a Mother might say?
