1. Role of EPR Plastic Registration in Plastic Management

The growing environmental problems due to Plastic Pollution is a major threat to the ecology.

The CPCB has mandated EPR Plastic Registration Certificate to reduce the haphazard disposal, treatment and burning of Plastic Waste in the country.

According to CPCB, 4,126,997 TPA of Plastic Waste has been generated in the 2020-21 FY. Only a significant part of this waste is treated according to CPCB’s Plastic Waste Management guidelines.? Whereas, a huge percentage of plastic waste is managed informally.

That’s where the necessity of EPR Plastic Certificate shows up in India!


2. Necessity of EPR Plastic Registration in India

There are multiple reasons for CPCB to impose EPR Plastic Registration for combating Plastic Pollution in India. They include-

  • Extract the same quantity of Plastic Waste from the environment produced in a specific FY and sell it back to the market after recycling it.
  • Fulfilment of EPR for Plastic Waste Recycling target in each FY, compulsorily.
  • Respective PIBOs (Producers, Importers, and Brand Owners) can purchase transferable EPR for Plastic credit points from registered Recyclers for the fulfilment of EPR targets.?
  • Comply with MoEFCC’s environmental regulatory guidelines for sustainable management of Plastic Waste??
  • Every PIBO must collect, and recycle same amount of Plastic Waste from ecology, that the environment has produced in each FY. However, the Recycling target varies from one FY to another.

3. Knowing the Plastic Recycling Target Applicable for PIBOs in the following FYs

CPCB has mandated the following recycling targets for the PIBO’s in the upcoming FYs, who have taken EPR Plastic Registration in India-

4. Applicability of EPR Plastic Registration on respective Plastic Categories

CPCB has mandated the applicability of EPR Plastic Registration on certain categories of Plastic Packaging. Those categories include-

Category I – Rigid Plastic Packaging

Category II - Single/ Multilayered flexible Plastic packaging. It covers all types of Plastic sheets, carry bags, sachets, or products

Category III - Multi-layered plastic packaging that includes at least one layer of material that’s other than plastic

Category IV - Includes Plastic sheet and compostable plastic carry bags

The CPCB is planning to introduce Plastic Category V – Biodegradable Plastic packaging Category under the EPR regime soon


5. Documents Required for EPR Plastic Registration

An applicant must submit the following documents to obtain EPR for Plastic Waste Registration Certificate in India-

  • PAN Card and Aadhar Card Copy
  • Company Mail ID
  • MSME
  • Authorised Person signature
  • Contact Number (For OTP)
  • Detail of the State/UT where the applicant is operating
  • Total Capital invested in Cr.
  • Packaging Material Photo
  • Purchase and Invoice for the last two FYs
  • Total number of container imports in a specific FY???
