Managing constructive engagement on a contentious topic
The City of Benicia in California faced a significant challenge in developing an industrial safety ordinance to regulate a local oil refinery. They used Go Vocal to build a participation platform for the community to discuss their concerns about public health and safety, and the economic impact on the community.
