How Does the Canadian Government Select Candidates for Express Entry?

In 2025, Canada is welcoming over 100,000 new permanent residents, and one of the fastest ways to apply for Canadian permanent residency is through the Express Entry system. The Canadian federal government regularly holds Express Entry draws to invite top candidates to apply for permanent residence. In 2024 alone, Canada issued a total of 98,803 Invitations to Apply (ITAs) through 54 draws. But how do they choose the candidates? Let’s break it down.

Types of Express Entry Draws

The government conducts three types of draws, and each one targets a different set of candidates in the Express Entry pool. To be eligible for a draw, you must meet the specific requirements of that particular draw:

  1. General Draws: These include all eligible candidates with valid profiles in the Express Entry pool.
  2. Program-Specific Draws: These target candidates from a select federal economic program (e.g., Canadian Experience Class (CEC)).
  3. Category-Based Draws: These focus on specific categories that meet Canada's labor market needs. Currently, these categories include: Health care Science, Technology, Engineering, and Math (STEM)Trades Transport Agriculture and Agri-Food French-language proficiency

For 2025, the Canadian government has prioritized healthcare, trades, and French language proficiency.

CRS Factors & Ranking: How Your Profile is Scored

Your profile is ranked based on the Comprehensive Ranking System (CRS), which assigns a score out of 1,200 points across three main factors:

  • Core Human Capital Factors: Up to 500 points based on your age, education, language proficiency, and Canadian work experience.
  • Skill Transferability Factors: Up to 100 points for combinations of education, foreign work experience, and qualifications.
  • Additional Factors: Up to 600 points for factors like French proficiency, Canadian education, arranged employment, having a sibling in Canada, or a provincial nomination.

Core Human Capital Factors

You can score up to 500 points for core human capital as a sole applicant, or 460 points with a spouse. These factors include:

  • Age
  • Education
  • Language Proficiency (English or French)
  • Canadian Work Experience

Skill Transferability Factors

The skill transferability section rewards you for combining strong skills in different areas:

  • Education + Canadian work experience or language proficiency (up to 50 points)
  • Foreign work experience + Canadian work experience or language proficiency (up to 50 points)
  • Certificate of qualification + official language proficiency (up to 50 points)

Additional Factors

You can earn up to 600 points for additional factors:

  • French language proficiency (CLB 7+)
  • Post-secondary education in Canada
  • Arranged employment in Canada
  • Having a sibling in Canada (as a citizen or permanent resident)
  • Provincial or territorial nomination
