How do you create Tangible IP on your Process and Technology investments?

With demonstrated experience across different industries over 2 decades, i can very well say that there are very very few Top Class organizations that have realized the need for putting-up high Quality Process and Technology documentations that essentially for the business benefits than meeting ISO standards.
The Manufacturing Sectors have been pursuing TQM as a Philosophy but Quality group focus is on Incoming, In-process and final inspection. I have read and compiled more than 50 research papers that reveals the effectiveness of TQM implementation is long-way to go.
On the contrary, certain high class Software industries, by virtue of the need being software is intangible, have defined the processes and certified against ISO 9001 and gone up to CMM Level 3. There is an intensive focus on application of 6 Sigma for all projects that are delivered. There is a Quality Assurance Group and Delivery Excellence group competing each other in creating a place for Quality. Have they really understood the logic of where would the Six Sigma be applied? Can all projects go through methodical application of scientific tools using MINI TAB?
The organizations where Technology focus is very high, initiates Information Security related systems and builds documentation that would meet the requirements of ISO 27001 and BCM. Specific Banking practices that handles Card Holders live data transactions have to comply with PCI-DSS and get certified. There are projects that can eat so much of money such as WIPS, IPS and IDS, Data integrity checkers, Encryption at multiple levels, Remote Back-up at distant location (There are specifications that demands minimum 250 Kms), etc.,
Net, there are so much of efforts in documentation and investments in bringing best technology practices while implementation of Technology and Quality Processes.
How do any one make these visible to both internal and external stake holders? How many IP's have we created and patented?
I was interacting with some Top Class companies in India at CXO level and reviewed their practices. It was shocking to see that fundamental requirements in making these policies and documents being available to the stake holders, estimation of the Business process maturity levels before and after the implementation of high profiled projects, Mapping of the interdepartmental drivers for Process maturity continuum (There are more than 10 Business Process Models that exists for Bench marking) are not even automated and thought through.
This only provides very big business opportunity for a solution that will make the Technology and Process investments visible and help organization creating IP.
