To grant a user exclusive access to start and stop VMs in Azure using the Azure Portal, we can follow these steps:

1. Go to VM: go to VM where we would like to provide access.
2. Go to Access Control -> click on Access Control left menu
3. Click on Add role assignment
4. Search for Role and click on the next button.
5. In the member tab "select User, group" and click "Select member".
6. Click on Review +assign
