This summary is quite accurate! Essentially when one is considering works by statutory authorities only. In some other instance, there can be elements of diversionary works required to be done but may not be economically feasible for the statutory undertaker to undertake. These works fall under contestable elements such as civils (i.e excavation to retrieve newly abandoned assets or to install and lay new pipes/ducts/mains, and reinstatement following either of the exercise: permanent or temporary. These sort of item may well have been costed for under the contingency but in actual fact, they are mostly some of the most accurate measurable work in the course of preparing such estimates. In addition, I think the other very important element you mentioned that can't be over emphasised is the duration and the lead times. For some clients with time restraints as key factor, the duration plays a determinant role over the cost.
